Description
Special Operations Command Europe (SOCEUR) has an urgent requirement for a Wide Area Voice Environment (WAVE) solution in order to meet transforming mission requirements. The material solution must be fully compatible with a similar effort by Specia l Operations Command Central (SOCCENT) per the Joint Staff directive. The architecture must integrate and support a garrison installation, a deployed Joint Special Operations Task Force (JSOTF), and two smaller deployed teams. Hardware and software must i ntegrate within our existing fixed-station and deployable equipment. It must interface voice traffic from variety of military and civilian communications devices and be equipped with the appropriate cables for physical connections. These voice inputs may include a variety of encryption methods and may be frequency-hopping. The required voice inputs include, but are not limited to, land mobile radio (LMR) nets, VHF/UHF Line of Site (LOS) nets, High Frequency LOS and BLOS nets, UHF SATCOM nets, Voice Over IP (VOIP) and Voice Over Secure IP (VOSIP) Phones, Circuit Switched Se cure and Non-Secure Phones, Commercial Mobile Phones (Secure and Non-Secure), and Satellite Phones (Secure and Non-Secure). The specific equipment is part of the standard Special Operations Command managed programse.g. TACLAN, JBS, SCAMPI. The solution m ust also include on-site installation, support, operator training, and a warranty/upgrade package for the system. The solution must provide the latest version of all software and hardware. The vendor must provide a full years warranty on all parts and l abor associated with transferring any manufacturers warranties beyond the first year. Additionally the vendor must provide all software upgrades and security patches during this first year. The vendor must provide a training course for between 5 to 8 p eople. The training must cover user operations, setup and configuration, management, and maintenance. All personnel associated with the installation, support and training must possess at least a US SECRET security clearances. Strongly desire that all personnel have a background in Special Operations Forces (SOF) communications.
