- Description
- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repair to the USCGC HAMMER (WLIC-75302). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Request for Quote (RFQ), on or about 19 April 2006. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all requests via e-mail to Viki.J.Frey@uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains and option automatic notification service. The standard industrial classification code is 3732 and the NAICS is 336611. The acquisition will be solicited Small Business Set-Aside. The homeport of the vessel is Mayport, Florida. All work will be performed at the contractor?s facility. The performance period will be seventy-seven (77) days with a start date on or about July 17, 2006. The scope of the acquisition is for dry docking including but not limited to the following Base items: Remove/Inspect/Reinstall propeller shafts; Renew water-lubricated shaft bearings; Renew shaft strut barrel; Remove/inspect/reinstall propellers; Clean/Inspect/Test MDE grid coolers; Preserve and renew tender transducer and hull ring; Preserve and renew barge transducer and hull ring; Overhaul and renew valves; Remove/inspect/reinstall rudder assembly; Inspect tender towing knees; Preserve barge spud and spud well surfaces; Protect Weatherford CG300 hydraulic atone crane; Inspect various deck fittings; Preserve barge deck; Draft mark painting (barge/tender); Preserve freeboard of tender and barge; Renew cathodic protection system; Routine dry-docking; Temporary logistics; Clean exhaust pipes; Clean and inspect voids; Clean/inspect fuel tank; Remove/dispose of fuel; Clean sewage and grey water piping system; Renew deteriorated sewage and grey water piping; SSDG Replacement; Fire suppression system; 500 UT measurements; and preserve tender forward hold and barge main hold. Package also includes but is not limited to the following Option items: Welding repairs; Straighten shaft; Perform minor repair and reconditioning of propeller; Inspect and overhaul sea strainers; Renew tender towing knees; Preserve voids; composite labor rates and Laydays. Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing. The following Geographic Restrictions applies to the USCGC HAMMER (WLIC-75302): Restricted from Tampa, FL to Philadelphia, PA via Intra Coastal Waterways of the United States.
