Description

The General Services Administration (GSA) Federal Technology Services (FTS) intends to award a firm fixed price requirements contract on a sole source basis to NEC. The contract will support a requirement for federal agencies located at the Dallas Fort Worth International Airport (DFW) to obtain their local telecommunication services through GSA FTS. NEC currently operates and maintains DFW Terminal D?s Public Branch Exchange (PBX) under the DFW International Airport Board?s (DFWIAB) contract number 7003598 that was awarded to NEC on 01 July 2004. Additionally, migration of all DFW terminals, business center, and other outlying buildings within DFW to the PBX is currently in process that will eventually require all telecom services at DFW to be obtained via the DFW NEC PBX. The DFWIAB was created 15 April 1968 by the Cities of Dallas and Fort Worth pursuant to the Texas Municipal Airports Act (now Transportation Code, Chap 22), and has sole jurisdiction over any and all entities within the geographic boundaries of DFW. Because of the DFWIAB?s jurisdiction and authority, they will not allow GSA FTS to contract with any contractor other than NEC, the DFWIAB?s sole provider of telecom services at DFW International Airport, in order for GSA FTS to serve federal customers located within DFW. This contract will be awarded pursuant to 10 U.S.C. 2304 (c)(1). See Numbered Note 22.
