- The US Army Intelligence and Security Command, Fort Belvoir, VA is seeking 8(a) firms that can provide information to satisfy its needs for AntiArmor Task Force (AATF) support services for the US Army National Ground Intelligence Center, located at C harlottesville, VA. This requirement is being solicited as a competitive procurement action pursuant to Section 8(a), of the Small Business Act [15 USC 637(a)] and FAR 19.805, under the North American Industry Classification System (NAICS) code 541710Computer and related har dware research and development laboratories or services, size standard 500 employees. This pre-solicitation synopsis is for information and planning purposes and is not to be construed as a commitment by the government. The objective of this effort is to collect, collate, and analyze data on US armored vehicles. Sustain and accelerate the AATF momentum established under the IABDRTP Task. Maintain a robust, detailed all-source database of all US armored vehicles (defined as all military vehicles which have armor protection, Up-armored HUMMVE through Abrams tanks) which have been damaged from hostile action. Capture the data required by US Program Managers and Warfighters on battle damage to armored vehicles to allow for the analysis of the data in order to d etermine the lethality of the munitions used, trends in munitions use, trends in vehicle damage, and trends in type of vehicles attacked. Maintain, expand and enhance an all-source database and user interface to support the analysis of battle damage to ar mored vehicles. Collect, review and input data from all-sources, which will combine classified/unclassified government reporting and information harvested from non-governmental agencies. The work requires strong data management and analytical skills. Con tract personnel will support integrated work with NGIC general military intelligence (GMI) and science and technology (S&T) analysts. The scope of this contract involves researching, compiling, evaluating, and integrating anti-armor incidents, focused in t he area of counterinsurgency, based on US National and theater priorities. A Top Secret (TS) Sensitive Compartmented Information (SCI) security clearance is required to work on this project. INSCOM anticipates awarding a Firm Fixed Priced (FFP) type contract with a base year and three one-year option periods to extend the term of the contract. Detailed requirements for specific tasks will be issued as delivery orders for a task or combination of tasks under the contract. Solicitation Release Information: The solicitation will be released electronically only on or about April 27, 2006. A DRAFT copy of the SOW and RFP will be posted on or about April 27, 2006, to the INSCOM Web site at http://www.inscom.army.mil/contracting/. INSCOM Web Site will be used for distribution of additional draft documents, as well as, the Final Request f or Proposal. Contract award is anticipated on or about May 27, 2006. Interested parties can download the solicitation, as well as all subsequent amendments, from the INSCOM website at http://www.inscom.army.mil/contracting/. A hard copy RFP will not be iss ued for this requirement. No award will be made on the basis of this synopsis. The information received will be used as assessment of capable sources. Request for copies of the solicitation will not be honored or acknowledged. The Government will not pay f or information provided in response to this publication.
