Description
NASA/GRC has a requirement for one each, Spectra PE for Software Communications Architecture (SCA) Waveform Developer Bundle. The Software Defined Radio (SDR) development tools will develop SCA compliant waveform, and modify existing waveform software. The tools include SE modeler, XML code generator, C++ code generator, ORB, Corba Object Services (COS), and Unified Test Framework (UTF), PE platform modeling, and on-site training. NASA/GRC intends to purchase the items from PrismTech. The software from PrismTech is the only product with Space Telecommunications Radio Systems (STRS) test code generation capability. The Prism Tech Spectra tool suite is the only development tool that will interface with existing systems, and must also have the flexibility to work with custom architectures. The Spectra SDR tool suite is the only product based on the Eclipse framework. The sole source is under the authority of FAR 13.106-1(b)(1). This procurement is being conducted under Simplified Acquisition Procedures in Part 13. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/21/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
