- General: The National Park Service is issuing a solicitation for bids to construction firms having the capability to perform the work described below. This solicitation will be issued electronically (paper copies of this solicitation will not be made available) on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with the National Park Service I are requested to register at the National Business Center. Soliciationl documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http//ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. Title of Project: Construction of New Heritage Center, Grand Portage National Monument, Grand Marais, MN. Description of Project: A new Heritage Center at the Grand Portage National Monument will be built on the north shore of Lake Superior on the Grand Portage Indian Reservation. The 16,600 square foot building consists of two stories of wood frame structural system, native stone veneer wainscot/cementatious siding with a full basement. The highlights of the design of the Heritage Center include a two story glass curtain walled lobby and a circular Demonstration Area roofed under 4 corner cupola which represents the 4 points of a compass relevant to the belief system of the Ojibwa tribe. Visitors will be greeted by a circular native stone information desk and the warmth of a massive native stone fireplace.The structural system will be exposed steel joists and metal decking at the first floor level, tongue and groove wood decking supported by heavy timer glu-lam beams and purlins at the second floor level. The structural system of the roof will feature wood trusses over the administrative areas and tongue and groove wood decking supported by heavy timer glu-lam beams at the cupola and lobby areas. The building will include and automatic fire sprinkler system. It will utilize an energy efficient furnace/coil HVAC system. A fire/ intrusion security system is also a part of the building. Plumbing fixtures will be water conserving. The basement will feature a specialized mechanical curatorial storage system housed in a temperature and humidity controlled space.Durable building finishes will include carpeting, native quarried stone, porcelain tile, acoustical ceilings, tongue and groove wood decking and glu-lam beams. Architectural millwork and gypsum wallboard is also included. Asphalt shingles and in a small area, adhere membrane roofing system, will make up the exterior roof. The solicitation will be issued on or about April 25, 2006 with bids due on or about May 24, 2006(see solicitation for time and date bids are due). Time for Completion: 320 calendar daysfrom the date of the Notice to Proceed. Type of Procurement: The solicitation will be issued and awarded under the Small Business Competitive Demonstration Program (PL100-656). A firm-fixed price contract will be awarded to the bidder submitting the lowest bid. NAICS code for this project is 236220 with a size standard of $28.5 Million. Estimated Price Range: $2,000,000 - $3,000,000. Pre-bidl Conference will be held (see solicitation package Section L for time and date of meeting. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors, (large or small) are strongly encouraged to contact their local Small Business Administration office, to post their need for qualified subcontractors on SUB-Net accessed at http://web.sba.gov/subnet/, and to utilize the Central Contractor Registration's (CCR) Dynamic Small Business Search for potential subcontractors within these various socio-economic categories. In order to be considered for award, all large businesses will be required to submit an acceptable Small, HUBZone Small, Small Disadvantaged, Women-owned, Veteran-Owned Small Business Subcontracting Plan with their proposal. The NPS subcontracting goals for Fiscal Year 2006 for the participation of small businesses at a minimum are as follows: Small Business Concerns - 19%; Small Disadvantaged Business Concerns - 3%; Small Women-Owned Business Concerns - 5%; HUBZone Small Business Concerns - 3%; Veteran-Owned Small Business Concerns - 3%; Service-Disabled Veteran-Owned Business Concerns - 3%; 8(a) concerns - 2.5%. Small Disadvantaged Business & HUBZone firms must be certified in accordance with solicitation clauses 52.219-8 -- Utilization of Small Business Concerns (May 2004) & 52.219-9 -- Small Business Subcontracting Plan (Jul 2005) (status of firms can be found on CCR's Dynamic SB Search).
