Description

70 -- The National Park Service contemplates issuing a sole source contract C2420060062 to provide the following services: Background - The National Park Service's primary Facility Management Software System (FMSS) includes the NPS Cost Estimating Software System (CESS). CESS uses the RSMeans-based Timberline Estimating program and other RSMeans Cost Databases - Accessbility, Square Foot, and Facility Maintenance and Repair - as the primary cost estimating datasets. The use of these industry standard cost estimating databases ensures that the NPS meets facility management objectives and requirements from DOI, NPS, OMB, OIG, and other federal entities. The NPS CESS also includes several Commercial-Off-The-Shelf (COTS) applications that are interoperable with the various CESS components as well as other internal and external cost datasets. These applications include Eos Explorer Extended and Eos Advisor for which licenses are already actively utilized for cost estimating, files/folder management and comparison and analysis. An additional CESS component is the custom application for the Timberline to Maximo export process known as TEMI. Tasks: The contractor will assist NPS, the Department of Interior (DOI) and other DOI bureaus, with the operation and maintenance of the CESS functionality, work flow processes, interoperable software application, databases, and provide professional services and software programs to operate, configure, update, and maintain the CESS database, related processes and business practices through the NPS and possibly DOI. Work efforrts also include meeting/workgroup participation, database and estimating support, and general CESS related support. The contractor will assist in the operation, maintenance, training and enhancement of, and provide additional licenses for purchase, for the COTS CESS components Eos Explorer Extended and Eos Advisor as required. Work effort inludes providing licenses, developing, configuring, installing and supporting the COTS "bolt-on" software. Annual renewal licensing and annual customer service plans to sustain license services are also included. Additional support for the continued integration and enhancement of Timberline/ CESS with Maximo, FMSS, RSMeans, the NPS estimating applications, and other NPS service-wide and DOI relevant cost estimating processes and cost databases, as well as other programs may be required. Tasks may include, but are not limited to: 1) updating and maintaining CESS Data; 2) cost estimating work group; 3) Third Party "Bolt-on" COTS software; 4) cost estimating assistance line (CEAL); 5) estimating support; 6) General CESS related support; and 7)l icenses and annual service plans. The contract is planned for a base period with 4 option periods awarded as an IDIQ type contract with task orders being issued during the period of the contract. This notice of intent is not a request for competitive proposals. However, interested firms or persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within forty-five days after date of publication of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (End of Announcement)
