Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-213 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 611699. The objectives of this contract are to maintain the number and quality of observer training staff, and improve fisheries observer safety training through a 3-day Marine Safety Instructor Training (MSIT) refresher course. This refresher training is a continuation of the agency?s efforts towards standardization of observer training, generally, and observer safety training, as described in section 403(b) of the Magnuson-Stevens Act which directs the Secretary of Commerce, in cooperation with the states and the National Sea Grant College Program, to establish appropriate training programs for fishery observers and to ensure that they are competent to perform their mission. National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) standards require that all observer safety trainers successfully complete a United States Coast Guard (USCG) approved MSIT course prior to conducting safety training. Trainers are also required to complete a 3-day refresher course every 3 years. This work statement provides for an MSIT course for up to 15 observer trainers. The contractor shall have direct experience in training fisheries observers. The contractor shall have a USCG approved MSIT course, and experience in setting regional and national standards for marine safety training. These elements are essential in the NOAA mission to bring observer trainers together from the five coastal regions of the United States and to facilitate distribution and sharing of resources, improve teaching methods, and develop national observer safety training standards. The contractor will provide the following deliverables: 1). The contractor will coordinate with the NOAA to select a venue for training and to determine a schedule for training in the period of performance; 2). The contractor will provide refresher instruction materials to each of the participants in the course (approximately 15 attendees), and one additional refresher packet will be provided to the National Observer Program 2 weeks prior to the course start date; 3). The contractor will conduct the MSIT refresher course (minimum of 48 hours) for up to 15 attendees, selected by NOAA NMFS, at the time specified by NOAA requesting official; and 4). The agency reserves the right to unlimited duplication of training materials provided by the contractor. The period of performance for this project will be from the anticipated start date of June 1, 2006 through May 30, 2007. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Quotes will be evaluated based upon approach, past performance, and price. The Government shall award a purchase order resulting from this solicitation to the responsible quotter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov.
