- NASA/GRC has a requirement for installation and service of a dedicated network circuit from the NASA GLENN RESEARCH CENTER to the OHIO SUPERCOMPUTER CENTER'S THIRD FRONTIER NETWORK (OSC TFN). This circuit shall provide access to the Internet, the Ohio Academic Resources Network, and other organizations that are members of the Ohio Academic Resources Network. OARnet is an initiative of the OSC. The circuit shall use standard Ethernet technology and shall be scaleable up to 1GB per second speed without the need to upgrade or change hardware. The Government will have the option to subscribe annually to any Ethernet speed up to 1GB per second circuit capacity. The Government will also have the ability to request a temporary change in network speed for short durations to accommodate special events such as space missions. Such changes shall be at no cost to the Government and not require a contract modification. The contractor shall make such speed change requests available when a designated government person issues that request in writing (e-mail will be acceptable). This circuit shall be delivered to NASA GLENN RESEARCH CENTER, Building 15, Room 107, where the Government will provide a connection point to the NASA GLENN network system. The contractor shall provide and administer the physical circuit and all associated hardware such as multiplexers, routers and switches. NASA GLENN will provide physical space, power and HVAC for the contractor's hardware. NASA/GRC intends to purchase the items from SBC GLOBAL SERVICES d/b/a AT&T. This sole source justification is based upon SBC GLOBAL SERVICE'S unique resources within OARnet's network infrastructure. SBC currently connects to OARnet at its POP site in downtown Clevland, OH. The OHIO ACADEMIC RESOURCES NETWORK (OARnet) has been and will continue to be the only provider that can satisfy the dynamic network needs of NASA GLENN RESEARCH CENTER. Those resources are critical and essential to the center's research and are available only through our membership in OARnet. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 20, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. THIS IS NOT A COMPETITIVE ANNOUNCEMENT - IT IS A SOLE SOURCE ANNOUNCEMENT. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
