Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Surface and Microanalysis Science Division, intends to negotiate on a sole source basis with Coherent, Inc. of Santa Clara, CA, for the upgrade of an Existing Coherent Laser, the Mira 900P. This requirement is for the purchase of a Coherent, Inc. Mira 900P, Ti:S laser system with Synchro-Lock cavity. The system being ordered is an upgrade to an existing laser system originally purchased from Coherent Laser Group. This laser light source will be used in the development of a Coherent Anti-stokes Raman Scattering Optical Microscope. To increase the stability and useable spectral coverage of a Coherent Anti-stokes Raman Scattering, optical microscope, NIST requires a matched Laser source that is a direct upgrade for the existing Laser system. Coherent Laser Group?s Mira 900P, Ti:S laser system with Synchro-Lock cavity length control will be locked (same rep rate and phase) to NIST?s existing Mira 900P?s internal crystal oscillator frequency. To achieve the necessary, high fidelity lock across a broad wavelength coverage (705 nm to 980nm) and to take full advantage of the pre-existing wavelength optimization servos, matched Ti:S oscillators are required. Sole source determination is based on the following: The existing equipment and the upgrade are commercial items. Coherent has developed the technology and has proprietary rights to that technology. The upgrade must be hardware and software compatible with the existing equipment. The existing equipment and technology are proprietary to Coherent. Coherent has no distributors, therefore, they are the only source who can provide this upgrade. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by April 21, 2006, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
