Description
The United States Senate Office of the Sergeant at Arms (SAA) wishes to acquire a commercial off the shelf (COTS) product to provide Senate offices with the capability to send telephonic emergency notifications to their office personnel. Specifically, the product will permit individual Senate offices to manage their contact information, choose recipients for office messages and schedule the delivery of the messages. This product must be able to send out or deliver a telephonic message or messages to specified individuals and groups using one or more numbers for each individual, as determined by the individual Senate office. REQUIREMENTS: Failure to provide information on requested information or requirements below may result in disqualification of the vendor from further consideration by the SAA. Qualified vendors must show the ability to provide a commercial off the shelf (COTS) product which shall: (1) provide a means for designated personnel to simultaneously provide voice based notifications to office personnel via their work, cell, and home numbers; (2) allow individual offices to create, edit and delete contact information for an office’s notification lists; (3) provide a secure means of storing contact information and accepting updates electronically (i.e., Excel format) or allow offices to store contact information locally; (4) provide a means for individual offices to activate notification lists at a minimum by telephonic means and (5) be hosted by the vendor. INSTRUCTIONS: Responses to this sources sought request are due to the POC no later than April 20, 2006 at Noon EDT and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at acquisitions@saa.senate.gov. The subject line of the email message shall be SSN 2006-S-028 COTS Office Notification Product. No other method of transmittal will be accepted. The response shall not exceed ten (10) pages. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor’s information. To respond you must provide the following: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number; 2) Capability of the COTS product to meet the requirements above including, at a minimum, the range and processes of notification methods; accountability and reporting capabilities; and system specifications; (2) Realized performance metrics including, at a minimum, maximum number of employees notified within specific timeframes and status reporting frequency; (3) Maintenance and content management options; (4) Past performance references for all government agencies where the COTS product has been installed within the last five years. Past performance references must provide: a) name of the customer or company; b) name and phone number of the primary contact with customer or company; c) brief description of contract; and d) total contract value. The information supplied in response to this sources sought notice will be used to pre-qualify firms that may be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be requested to submit a proposal in response to a solicitation. Only pre-qualified firms will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in March 2006. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL.
