- This synopsis is being provided to publish a requirement for the National Vehicle and Fuels Emissions Laboratory (NVFEL) of the Environmental Protection Agency (EPA) in Ann Arbor, Michigan which is seeking experienced vendors to design, fabricate, deliver, and install a freestanding mezzanine as described below. Specifications for a Freestanding Mezzanine Over Room 306: These specifications describe a freestanding structural steel mezzanine that will provide first floor HVAC and lighting support and second level storage above Room 306A and 306B at the EPA NVFEL. All materials will be procured for the entire job, but the installation shall be done in two phases to minimize risk to computer equipment on the first level in 306A. Photos in the RFQ will show the computer room and the areas above the drop ceiling. Rooms 306A&B combined are 59' 4" x 29' 4" at the floor level and are enclosed by 10' high concrete block walls and 14' drywall up to the roof level at 24'. The entire first floor area has a 5-6" mesh reinforced concrete floor with extra thick footings under the block walls. The rooms have 20' clear span up to bottom steel of the building girder trusses. The computer room has a 12" raised floor which will remain in place. Illustrations of these walls, cells, and components in the area will be shown in the RFQ. Installation shall be closely coordinated with the NVFEL because of the computer equipment and wiring, which can?t be shut down or removed easily. The contractor shall confirm the structural components of the proposed design (similar to many other mezzanines at NVFEL) and provide any corrections or comments to optimize the project. The contractor shall have the materials fabricated, delivered, and installed to create a freestanding mezzanine in room 306B first to provide potential second level space that is accessible infrequently by limited personnel. Room 306A will be done later after the computer servers can be relocated. The government shall provide the area in a somewhat clear condition (the ceiling tiles will be removed and the grid will be partially cut apart) to facilitate the steel installation. Existing fire sprinklers will also be removed and as many conduits rerouted as can be done effectively. Because of the existing light conduits, the joists will be installed over or under them. Some conduits and lighting fixtures will then be temporarily reattached to the mezzanine steel prior to the installation of the decking materials. The contractor shall provide extra personnel during this phase to make the installation safe and efficient. For the installation of the columns, girders and joists, a crew of four is anticipated. Materials shall be hand carried into the room and positioned, although a small portable lift may be used at times to support the pieces while the installers make the final adjustments from 8 or 10' step ladders. The mezzanine deck surface shall ultimately cover an area that is 60' x 30' (drywall to drywall) with a 135" deck elevation. The decking material shall be moisture resistant hardened particle board coated on the top with a gray acrylic slip resistant finish. The decking material shall be 3/4" tongue and groove high density particle board applied over 1.5" x 20 gauge corrugated steel decking to create a hard smooth slip resistant floor surface for use with pallet movers. The corrugated metal shall be painted white on the underside. The contractor shall seal the FM-200 fire suppression system between 306B and 306A above the separating wall by installing multiple lengths (4 pcs- 8' x 22") of sheet metal. These shall be bent and attached to the girder opening and wall as illustrated on one of the room elevations attached. A single run staircase currently installed in the Shipping and Receiving area shall be relocated as shown on the plan and elevation to provide more optimum access to and from the expanded second level. The new deck in 306 shall not require a safety railing because the deck will be totally enclosed by drywall, but the relocated S/R stair requires an extra 16' of railing to match the existing one. The mezzanine shall meet all applicable OSHA, BOCA, and UBC codes and the structural design shall be certified by a Professional Engineer. Four self adhesive stickers with the vendor name, address, phone number, and the 150 PSF total load rating shall be provided to display (easy to read) on columns and at the entrance doors. The columns shall be fabricated with four angle iron tabs welded to create a support for the raised floor cutout around the column. The framing and decking shall be primed and painted with light gray enamel prior to delivery. THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 238390 with a small business size standard of $12 million. A written solicitation, PR-OH-06-10557, is anticipated to be issued on Friday, April 21, 2006 and responses will be due approximately three weeks thereafter. The solicitation will be issued as a request for quotes (RFQ). All responsible small business sources may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. A site visit opportunity will be announced in the solicitation and this event is anticipated to be scheduled to take place around the first week of May, 2006 at the installation site: US EPA, National Fuel and Vehicle Emission Laboratory, 2565 Plymouth Road, Ann Arbor, Michigan 48105. The Agency intends for this event to constitute the sole site visit opportunity for prospective offerors. The Agency is under no obligation to make accommodations for those unable to attend the site visit event as scheduled. Additional specifications, descriptions of the area and general layout, as well as figures and photos will be made available along with the solicitation. The contractor must be able to begin installation no later than 5/30/06 with a project completion date of August 30, 2006. The Government will award a contract resulting from this solicitation to the offeror whose quotation is low cost and technically acceptable. The specifications and performance dates shall constitute the standards of acceptability for this requirement. Contract type will be firm fixed price.
