Description
The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to DMR Consulting Incorporated (DMR), 8317 Front Beach Road, Suite 13B2, Panama City Beach, Florida to provide systems analysis in support of integration of Unmanned Undersea Vehicles (UUV) aboard U.S. Navy ships. The Surface Mine Countermeasure Unmanned Undersea Vehicle Increment 2 (SMCM/UUV-2) system consists of two vehicles and support equipment. SMCM/UUV-2 will be based upon the MCM-1 Class Ship and support the Mine Countermeasure mission by mine hunting, reacquiring and identifying prior mine-like contacts, and gathering other oceanographic data in support of the Intelligence Preparation of the Battlespace. Contractor support is required to provide the MCM UUV Preliminary Installation Analysis and the MCM UUV Preliminary Mission Requirements Analysis. This procurement is sole source for the following reasons. DMR is the only known source that possesses person! nel with the following unique capabilities and combinations thereof. DMR has participated in similar MCM installation analysis for the Expendable Mine Neutralization System. They are experienced in Demilitarization efforts to remove the AN/SLQ-48 in preparation for installation of the Expendable Mine Neutralization System (EMNS). They participated in coordination efforts with Puget Sound Naval Shipyard (PSNS) for this effort and are the only company that is aware of the critical weight considerations involved in installation of any new systems aboard the MCM-1 Class Ship. Their deliverables were of excellent quality and on time. DMR is the only company with first hand resident knowledge and experience in Environmental Intelligence Battlespace Preparation (EIPB) requirements aboard the MCM-1 Class ship. They have experience in development of MCM Minehunting Tactics and CONOPS. DMR would be able to leverage previous work and provide a final product quickly and at lower! cost than most other contractors. FSC Code is R425, NAICS Code is 54 1330, and small business size standard is $4.5M.
