Description
THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLLICITATION PACKAGE AVAILABLE. This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply, support or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to paragraphs 1-3 of this RFI be submitted NO LATER THAN April 14, 2006 to Ms. Kebra Henderson, Defense Intelligence Agency, Virginia Contracting Activity (AE2A), Bolling Airforce Base, DIAC Building 6000, Washington, D.C. 20340 or by email at kebra.henderson@dia.mil. Not responding to this RFI does not preclude participation in any future RFP. The RFI process will be conducted as follows: The information received in response to this RFI will be used for market research purposes only. 1. PURPOSE: The primary purpose of this RFI is to gather information on available private entity capabilities that may potentially enable the objective described in paragraph 2 below. Interested parties may provide any relevant information (i.e. work history, references, brochures, etc.) on current or emerging capabilities that address the stated objectives. Such information should be mailed or emailed to the address above. The information provided may or may not be used to assist the Government in formulating and refining its approach for addressing its needs. 2. Objective: The principle objective is to provide timely, superior audio-visual engineering services, technical support, material and equipment in support of the Special Services Division?s mission support requirements. Meeting this objective requires providing 24/7 support and frequently requires contractor staff to respond to multiple locations simultaneously in the Washington DC Metropolitan area. A top secret facility clearance is required, as well as qualified personnel that posses Top Secret/Sensitive Compartmented Information (TS/SCI) clearances to access these multiple locations and worksites. The mission involves two specific but separate aspects. The first is audio-visual presentations, including video conferencing, briefing, training, collaborative work environments, etc.). The second involves video productions engineering, design, installation, maintenance, operations augmentation, etc. The associated tasks in paragraph 3 are primarily focused on video related systems such as designing, installing, maintaining and often supplying parts and supplies for system. 3. REQUREMENTS: Engineering Services and Technical Support: - Proven background in both broadcast and VTC/Presentation installation. - Provide engineering services including, but not limited to, producing technical design specifications and installation services to meet functional requirements, and on-call technical support meeting Agency mission demands. - Provide design and technically specific drawings, from concept to completion. - Provide As-built drawings to the Government upon completion of associated work. - Provide drawings to reflect any modifications to existing systems. - Contractor shall possess the appropriate computers and CAD-type software and the ability to communicate electronically with the Government via the Internet, or like means, for the purpose of relaying changes of the previously mentioned drawings and cost estimates. - Specify and supervise integration, installation, calibration, connection, and repair of all video and otherwise related equipment hardware and associated software. - Contractor provides the necessary direction and supervision of contractual employees in the set up and actual operation of equipment and execution of contracted services. - Contractor is responsible for purchasing equipment, parts, tools, materials, hardware/software and transportation necessary to install, repair and/or integrate system components. - Train Government employees on the use of new and/or integrated equipment as necessary. Maintenance: - Provide maintenance and other technical services including, but not limited to, all engineering related tasks, repair and upkeep of mission critical systems. - Provide unscheduled (emergency) maintenance within 2 hours - Contractor personnel should be primarily located within the Washington DC metropolitan area to guarantee ability to respond with in the prescribed times.
