- NASA/GRC has a requirement for 1 each Newton USB camera head, 1 each Luca EMCCD camera, 1 each Software Developer Kit, and shipping charges. NASA/GRC intends to purchase the items from Andor Technology. The electron-multiplying CCD (EMCCD) technology from Andor Technology permits the use of on-chip electron-gain without an image intensifier, permitting enhanced quantum efficiency (QE) (>90%), high image resolution, high dynamic range, low-noise, and immunity from damage due to inadvertent exposure to bright light sources. The use of EMCCD technology is critical to the implementation of a state-of-the-art single-shot spontaneous Raman scattering system for performing combustion code validation experiments at GRC. For pulsed single-shot Raman scattering, the signals are extremely faint, necessitating the use of the EMCCD feature. Both cameras will be used simultaneously: line item 1 for point Raman, and line item 2 for 1-d line-imaging Raman in real-time. The Andor EMCCD cameras in this order provide the following combination of benefits not found anywhere else: 1. EMCCD sensor technology with back-illuminated sensors for high QE, and 25 mm wide with 1600 pixels in the x-axis for the best combination of spectral resolution and dynamic range. Also, the detector needs to have the same or better spectral response curve from 200 nm to 1000 nm; 2. Software selectable EM gain of 1-1000x; 3. readout noise < 1 electron/pixel with EM gain on; 4. 1600x400 pixel sensor with 16 micron pixels for line item 1, 640x480 pixel resolution with 10 micron pixels for line item 2; 5. max spectral rate of 299 scans/sec with line item 1, 30 fps full image with line item 2; 6. 16 bit digitization of signal; 7. USB 2.0 connectivity with no external controller box required; 8. Deep cooling (Newton) using simple thermo-electric coolers down to -100 C to minimize dark counts. The sole source is under the authority of FAR 13.106-1(b)(1). This procurement is being conducted under Simplified Acquisition Procedures in FAR Part 13. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/7/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
