- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to acquire on a sole-source basis technical and engineering support related to the design, analysis and rapid prototyping of developmental gun and tube launched advanced munition systems utilizing the contractor?s proprietary processes, technologies and test facilities. This effort encompasses the use of advanced composite materials; high strength-to-weight gun-launchable structures; advanced rocket propellants; balanced-properties, metal matrix materials; insensitive, high-lethality warheads; guidance, navigation and control subsystems and components; terminal homing systems; safe and arms devices; variable time initiators; rocket motor design and aero stabilization systems; high-burn-rate gun propellants and energetics; High-G Telemetry systems; High-G soft-recovery tests; real-time flight simulation; and environmental and ground-based testing. Fulfillment of this effort will be through other than full and open competition as only Custom Analytical Engineering Systems, Incorporated; 13000 Tensor Avenue NE; Flintstone, MD 21530 is capable of satisfying the Government?s minimum requirements. Custom Analytical Engineering Systems has a unique approach that integrates their proprietary laminate composite design and analysis code with their proprietary composite design and manufacturing methods for gun launch munitions. This effort requires the use of the contractor?s proprietary technologies and test facilities. An indefinite delivery/indefinite quantity type contract with provisions for the issuance of term and completion orders will be used during the three-year life of this acquisition. Note 22 applies.
