Description
The Naval Air Warfare Center, Weapons Division, Point Mugu, CA seeks industry participation to identify, develop and advance technologies that can be readily migrated to functional Netcentric System Test (NST) T&E capabilities. This notice constitutes a Broad Agency Announcement (BAA), in accordance with FAR 6.102(d)(2), in support of the The Naval Air Systems Command (NAVAIR), Test & Evaluation (T&E) Directorate, at the direction of the Department of Defense Test Resource Management Center (TRMC), Office of the Secretary of Defense (OSD). A formal Request For Proposal (RFP) will not be issued. It is anticipated that up to 8 cost plus fixed fee contracts may be awarded as the result of full and open competition. The NST Science and Technology Focus Area will invest in technologies to support the effective and efficient testing of the Net Readiness Key Performance Parameter (NR-KPP), to include T&E of the following: End-to-end mission performance; Network performance;! Community of Interest Portfolios; Key Interface Profile compliance; Network Centric Operations Reference Model compliance; Interoperability; Information Assurance; and Network Centric Enterprise Services. This science and technology program encourages innovative approaches to the most challenging issues confronting testing of future network centric systems. Under the T&E/S&T Program?s NST Focus Area, the Government is seeking to identify and overcome Network Centric System Test capability, technology and infrastructure shortfalls by making timely investments so that the technologies required to create, manage, instrument, stimulate and measure an operationally relevant Network Centric Test Environment will be available in the earliest practical timeframe. Offerors are expected to submit individual White Papers, no later than the response dates established in this announcement. The 1st White Paper response date is 28 April 2006 and the 2nd response date is 30 June 2006.! Once White Papers have been reviewed, NAWCWD will request proposal(s ) for selected concept approaches. These will be due in 45 days from the date of request. NAWCWD reserves the right to select for award, all, some, or none of the proposals in response to this announcement. NAWCWD reserves the right to fund all, some, or none of the proposals received under this BAA. The BAA shall remain in effect for 3 years from issuance.
