Description
The New York District-U.S. Army Corps of Engineers proposes to issue an Invitation for Bids (IFB) to perform maintenance dredging of approximately 27,000 cubic yards of material from Glen Cove Creek, NY. The work consists of furnishing all plant, la bor, materials and equipment, and performing all work in strict accordance with the specifications and drawings for the dredging of material from Glen Cove Creek with placement of the dredged material in an upland disposal site adjacent to the creek. Durin g a previous maintenance dredging of the creek a small amount of radioactive material was discovered. The radioactive material consists of discrete pieces of tungsten slag/ore in sizes from pea gravel to cobbles. The contractor will be required to constr uct a dike on the provided upland disposal site to contain the dredged material, with filtered dewatering required. Material for the construction of the dike will be provided by the City of Glen Cove if required. The Contractor will not be required to remo ve the dewatered dredged material from the placement site under this contract. Immediately after the maintenance dredging of the creek, a radiological scan of the creek bottom will be performed by a government contractor to determine if any radiation hot spots still exist in the creek and if further dredging of those specific areas will be required. The creek will be separated into acceptance areas to minimize operational delays due to the radiological scanning. Due to the presence of radioactive materia l, additional safety and health precautions along with monitoring will be required at the site during the dredging operations. This is an UNRESTRICTED Procurement. The applicable NAICS Code is 237990 with a small business size standard of $31 million. The media selected for issuance of the synopsis/solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for thi s project shall be the Internet and CD-ROM. The estimated cost range for this project is $1,000,000 to $5,000,000. Plans and specification for Solicitation for W912DS-06-B-0009 will be available on or about 12 April 2006. Paper copies of this solicitatio n and amendments if any will not be available or issued. Interested parties may download and print the solicitation at no charge at h ttp://www.fedteds.gov.
