- This is a Sources Sought announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The 341st Contracting Squadron is conducting market research to determine the existence of potential business sources to perform base-wide grounds maintenance. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities homepage at www.eps.gov as available. The North American Industry Classification System (NAICS) code is 561730, Grounds Maintenance. This contract will be for a basic period of one year with four, one-year options. It is anticipated that a firm, fixed-price (FFP) contract will be awarded. The contractor shall provide qualified and trained personnel and supervision including all necessary equipment to perform grounds maintenance and repairs. The contractor will maintain healthy, pest-free grass, trees, shrubs, plants and present a clean, neat, and professional appearance. These requirements shall be performed in accordance with the standards of the Professional Grounds Management Society, National arborist Association, the Statement of Work, commercial standards, and applicable Federal, State and Local regulations. Contractor will perform watering, edging, fertilizing, aerating, power raking, shrubbery/tree trimming, leaf raking and removal on both main base and housing grounds. Perform an effective commercial fertilizer/lime application program for emphasis areas and all improved grounds on the main base and housing. The main base grounds tasks include, but are not limited to maintenance of 220 acres of emphasis areas, 400 acres of improved grounds, and 650 acres of semi-improved grounds. The grass in emphasis areas shall be maintained to a height of 4 inches to 6 inches and shall appear lush, green and well manicured from May thru October. The grass in the improved grounds area shall be maintained to a height of 5 inches to 8 inches, and maintenance (May thru October) includes, but is not limited to, mowing, landscaping, watering, seeding, turf replacement, fertilizing, leaf raking, edging, tree/shrubbery trimming, power raking and weed control. Mow semi-improved areas to maintain a grass height between 4 and 10 inches unless customer or other requirements require an alternative mowing standard. Maintain 8 playground sites, 8 ball fields, 70 irrigation systems, and accomplish general litter patrol. The housing grounds tasks include, but are not limited to maintenance of 370 acres of improved grounds and semi-improved grounds, known as common areas adjacent to housing. The grass in improved grounds shall be maintained to a height of 2 inches to 4 inches and shall appear green and well manicured from May thru October. The height is a guideline for a neat and professional appearance. Maintain vacant housing unit grounds on an as requested bases. The grass in semi-improved grounds shall be maintained to a height of 4 to 6 inches. Responsible for maintaining all military family housing common areas up to 50-ft from the exterior walls of each unit where the yard is terminated by a government or occupant owned fence. Interested and qualified sources are requested to provide a brief statement of current capability and letter of interest. Interested and qualified sources are requested to provide the following information: 1) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; 2) a list of your most recent and relevant DoD or commercial contracts (not to exceed three) to include names, points of contact, phone numbers, value and type of contract, period of performance, and brief description; and 3) information telling us about your company and why you think you can perform this service. Respondents are asked to limit submissions to 5 pages or less, or the minimum number of pages necessary to address the requirements specified in this announcement. Any information provided is voluntary. The sources sought is for information and planning purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the Government.
