Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-06-Q-80062 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-07. The NAICS Code is 336611 and the Small Business size standard is: Number of Employees: 1,000. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to Oldenburg Group Inc, Kingsford, MI 49802 to provide Deck Conversion Components for Warping Tug. The Volpe National Transportation Systems Center (Volpe Center) supports the U.S. Army Tank-Automotive and Armaments Command (TACOM) in maintaining its fleet of watercraft and logistics support systems by providing marine engineering and naval architecture expertise. The Volpe Center is currently providing this support for various engineering, design, prototyping, testing initiatives, modular causeway system upgrades and modifications and development of related technical manuals. The modular causeway system consists of floating modules that are either powered or non-powered units. These non-powered and powered units are arranged in four unique configurations: floating causeway (MFC), causeway ferry (MCF), roll-on/roll-off discharge facility (RRDF) and warping tug (WT). These configurations are employed during ?Logistics Over the Shore? (LOTS) operations. Each modular causeway system configuration has a number of pieces of supporting hardware, tools and equipment. Proposals shall include pricing for the following items in a written quotation: Line Item 0001: Provide two (2) A-Frames for Warping Tugs and associated components IAW Lake Shore Assembly Drawing E36263A. $_____________; Line Item 0002: Provide two (2) Winch Foundation Adapters for Warping Tugs IAW Lake Shore Assembly Drawing E40162C.$___________ ; Line Item 0003: Provide two (2) Bow Fenders for Warping Tugs IAW Lake Shore Assembly Drawings E47473A, E47483-, E47493-, E47538-, and, E47558-.$__________; Line Item 0004: Provide containerization for the Modular Warping Tug conversion kits. The modular warping tug conversion kit consists of an A-frame, deck winch foundation adapter and bow fender. The larger components of the A-frame will be stored in shipping racks designed and built for the modular causeway powered section. The remaining components of the A-frame, deck winch foundation adapter and bow fender will be stored in two GFE 20? ISO compatible containers. The Volpe Center will provide ISO compatible containers. The interiors shall be modified to house and secure components and equipment. The containers shall be packed, preserved, marked and shipped, delivery to be completed 60 days after receipt of order, to Baltimore, MD. $___________; Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (JAN 2006) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAR 2005) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (SEP 2005), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (FEB 2006), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 31. This RFQ also incorporates by reference FAR 52.215-5 Facsimile Proposals. This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Donald MacGee, DTS-853, 55 Broadway, Building 1, Room 1145, Cambridge, MA 02142 no later than 3:00 P.M. Interested firms must submit in writing to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
