Description
The National Oceanic & Atmospheric Administration (NOAA),Global Monitoring Division (GMD) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with the Queensland University of Technology, Brisbane, Queensland, Australia 4059 for consulting services on the operation and data analysis of the Brewer Mark IV spectrophotometer. The services required over a three year period, include consultation on the usage and operation of the Brewer's operating software, the task-specific measurement routines and external application software for updating time, computer rebooting and remote computer control. Dr. Michael Kimlin, as the principle investigator, will provide consulting on the operation and data analysis for the brewer Mark IV spectrophotometers. Dr. Kimlin was the program manager for the U.S. Environmental Protection Agency's 21-site monitoring network at the University of Georgia-Athens (UGA). Dr. Kimlin developed instrument calibration and characterization techniques to produce higher quality data from the Brewers. Additionally, Dr. Kimlin developed instrument specific temperature and cosine data correction algorithms. The data that Dr. Kimlin developed are specific to the Brewer Mark IV, thereby putting him in the unique position of being the only expert on these particular instruments. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This synopsis is issued for information purposes only. Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. Anticipated award date is April 17, 2006.
