Description
This is not a Request for Proposals. The Army Contracting Agency Contracting Center of Excellence (CCE) on behalf of the US Army Department of the Army, (DA), Office of the Deputy Chief of Staff G-3/5/7, (ODCS), G-3/5/7, Department of the Army Mobil ization Directorate, (DAMO-OD/G-33, Special Operations Division (G-3-SOD), the Pentagon, is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) 10.001 to determine the extent of small business capabilities in performing t he requirement for procuring services for Personnel Recovery (PR) for missing, detained or isolated personnel from danger. All responsible sources are invited, at no cost to the Government, to provide technical information for a capability evaluation. Th is Sources Sought/Market Research shall not be construed as a Request for Proposal. The Government does not intend to award a contract from the results of this Sources Sought Notice. The North American Industry Classification Code for this requirement is 541618 and the Small Business size is $6.5 Million Dollars. Please identify yourself as Small Business; Service-disabled veteran-owned small business, Hub Zone small business, small disadvantaged business, or Woman owned small business concerns. The req uirement is identified as follows: Personnel Recovery, (PR) is the umbrella term for operations focused on the task of recovering captured, missing, detained, or isolated personnel from danger. PR is the sum of military, diplomatic, and civil efforts to effect the recovery and return of U.S. military, Department of Defense (DOD) civilians, and DOD contractor personnel who are isolated or missing while participating in a U.S. Government-sanctioned military activity or missions in an uncertain or hostile e nvironment, or as determined by the Secretary of Defense. Recovery may occur through military action, action by non-governmental organizations, other U.S. Government-approved actions, or through any combination of these, as described in Department of Defe nse Directorate (DODD) 2310.2. The mission includes reporting, locating, supporting, recovering, and returning isolated personnel to duty and their families. Tasks: The following is a summary (not all inclusive) of Tasks for PR responsibilities. Program Management Program Analysis Mission Support Policy Implementation and Compliance Training and Education Reintegration Efforts Information Management/External Communications Industry Specialist/Consultant Services Resource Management The contractor shall be able to provide support to the Office Deputy Chief of Staff and its counter parts in satisfying their needs to meet the requirement for PR. The proposed period of performance will be for the base year of twelve months and two one-y ear options. Capability statements should include a description of your companys experience and necessary resources to support this requirement. Individual responses to this request for information that may contain company proprietary information must b e marked accordingly. Such information will not be released outside the Government. The Government may revise its acquisition strategy and solicitation requirements based upon industry response. The Government shall not be liable for or suffer any conse quential damages for any technical information identified (e.g., limited and/or restricted rights).
