Description: SUBJECT: PARTICIPATING AS A JOINT SPONSOR FOR A FLOW ASSURANCE STUDY DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the University of Tulsa, Tulsa, OK FOR THE PURPOSE OF DOE PARTICIPATING AS A JOINT SPONSOR FOR A FLOW ASSURANCE STUDY INVOLVING THE EFFECT AND CONTROL OF HYDRATE FORMATION IN MULTI-PHASE FLUID FLOW. DOE HAS BEEN A PARTICIPANT OF THE JIP SINCE ITS INCEPTION IN 2002. THE UNIVERSITY OF TULSA WILL EMBARK ON THE THIRD PHASE OF STUDY AS A CONTINUATION OF PRIOR RESEARCH. IN THE THIRD PHASE, TESTING WILL CONTINUE USING THE LARGE FLOW LOOP WITH MODEL FLUIDS AND REAL SYSTEMS USED IN PHASE II. This purchase order is being issued to The University of Tulsa because the participation in this Tulsa University Hydrate Joint Industry Project (JIP) is relevant to the DOE mission and offers a unique opportunity as the scientific committee is responsible for providing analysis and recommendations relevant to the Tulsa University Hydrate Joint Industry Project (JIP). The U.S. Department of Energy has been a participant of the University of Tulsa Hydrate Joint Industry Project (JIP) since its inception in 2002. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result the announcement. This award shall be made using FAR 13, Simplified Acquisition Procedures. Request for information should be addressed to Mr. Robert L. All bids, proposals, or quotations must be submitted by 5:00 PM Eastern Time, April 14, 2006.
