- SOLICITATION ANNOUNCEMENT: W91GY0-06-R-0004 1. PROJECT NAME: Personal Security Detail In Support of the Multi-National Security Transition Command - Iraq 2. LOCATION: Baghdad, Iraq 3. PROPOSAL EVALUATION CRITERIA. Award of any contract resulting from this solicitation shall be to a responsive and responsible offeror who conforms to the solicitation requirements and is considered to be the most advantageous using technical, cost, and past performance. 4. SOLICITATION REQUIREMENTS. All offerors must comply with the requirements listed below for this RFP. Failure to comply may result in disqualification. a. Contractors must submit all proposals/bids in English. b. The offeror must review the Request for Proposal and complete all information requested in the proposal. To be responsive to this Request for Proposal, each offeror must submit his offer in accordance with the terms and conditions and submit the offer no later than the closing date to the Joint Contracting Office-Iraq/Afghanistan (JCC-I/A). c. Contractors must provide their costs/prices in U.S dollars (USD$). 5. DELIVERY. Contractors must deliver all proposals via e-mail to Mr. Don Buchanan at the following email address: donald.buchanan@pco-iraq.net . All questions regarding this solicitation must be submitted NLT 1800 hours on 31 Mar 2006 via email to Mr. Don Buchanan. 6. CLOSING DATE/TIME. The closing date for proposal submission will be 10 Apr 2006/1630 P.M. Baghdad Time. Offers received after this date and time may be considered non-responsive to the requirements of this solicitation and will be excluded. 7. DISCLAIMER. This is a request for offers/proposals and does not constitute a contract or authorization to begin work. Nor does an offeror?s submission of a proposal constitute a contract or authorize him/her to begin work. Upon close of the offer period, JCC-I will evaluate offeror proposals and select the winning contractor. A contract will not become effective until signed by the Contracting Officer. Note: Contract award is subject to the receipt of approval from Multi-National Forces-Iraq (MNF-I) for use of armed contractor personnel. 8. POINT OF CONTACT.
