- Presolicitation Notice Title: Mall Wide Perimeter Security Upgrade, National Museum of Natural History, Smithsonian Institution, Washington, DC Sol Number: F06SOL0018 Classification Code: Z ? Maintenance, repair, and alteration of real property Description The Smithsonian Institution is seeking proposals to furnish all supervision, labor, materials and equipment needed to perform renovations at the National Museum of Natural History, Washington, DC, as set forth on Drawings and Specifications dated March 3, 2006 for OFEO Project No. 0269910B. This project encompasses phased construction of a physical security perimeter at the National Museum of Natural History (?NMNH?) including modifications to underground utilities and existing retaining walls, new construction of walls, guard booths, and bollards. Construction elements include deep concrete footings with associated sheeting and shoring, steel and concrete structures, stone cladding, and decorative metal panels, railings, and bollard covers. Security specialties include operable and fixed bollards and associated power, lights, surveillance cameras, electronic controls, and drainage sumps. Site work includes the handling of existing materials, new unit stone paving, natural boulders, exposed aggregate concrete paving, roadway modifications, irrigation system modifications, and plant and landscape materials. Exisitng site utilities, including communications, power, sewer, water, and gas require identification, coordination with new work and in some cases re-location. Special care is required to protect existing trees. In addition, this solicitation and the expected contract award will include un-priced options including physical security improvements at the National Museum of American History, Hirshhorn Museum, and the Quadrangle area. The Quadrangle area may include the relocation of Jefferson Drive and perimeter security for the Smithsonian Institution Building, Arts and Industries Building, Freer Gallery of Art, and Smithsonian Quadrangle Building. Designs for these areas (project 0269910) are at the 35% level and have received preliminary approval by the National Capital Planning Commission. The earliest possible award for the National Museum of American History work is October 2007 and the earliest possible award for the Hirshhorn Museum and Quadrangle area work is October 2008. All firms interested in submitting a proposal in response to Solicitation No. F06SOL10018 need copies of the solicitation documents. The Solicitation documents (excluding the drawings and specifications) will be available upon written request, on or about the week of April 10, 2006, from the Smithsonian Institution, Office of Contracting, P.O. Box 37012, 750 9th Street, NW, Suite 6200, Washington, DC 20013-7012, Attn: JENNIFER L. KROAN. Requests for solicitation documents should be written on company letterhead and have complete address, telephone and facsimile numbers, and name of company representative (written requests for solicitation documents may be delivered to the above address or by facsimile transmission to 202-275-0624). Copies of the drawing, specifications and bid documents for this project will be available on a compact disc. A pre-proposal meeting will be scheduled at a later date. The date, time and location of the pre-proposal meeting and due date for submission of proposals will be included in the solicitation documents. The solicitation will be available for release to firms on or about the week of April 10, 2006. This is a best value procurement. All firms responding to this solicitation will be required to submit a business and technical proposal for evaluation. Proposals will be evaluated using the following weighted factors, as described in the Solicitation: 1) Firm?s Experience and Past Performance (20 points); 2) Plan of Accomplishment and Contract Time (20 points); 3) Key Personnel and Subcontractors (10 points); 4) Fixed and Operable Bollards, Stone Work, Ornamental Metals Subcontractor (10 points); and 5) Schedule of Values and Contract Price (40 points). Note, the ideal successful offeror will be able to demonstrate, among other qualities, past experience with projects containing and a capability to manage phasing, permitting from government jurisdictions (multiple governmental entities control aspects of work on or near the National Mall) and utilities, and/or substantial physical security construction at existing, heavily visited public facilities. Offers will be privately opened. The Estimated Price Range for this project is between $5,000,000.00 and $10,000,000.00 (Base and Alternates). Un-priced options are expected to be of approximately equal magnitude.
