Description
Solicitation 7FLC-EM-06-2111-Paper-Bowl (FBO) is for a total of 4000 boxes of paper eating bowls to ship to Burlington, NJ (2500 boxes) and French Camp, CA (1500 boxes). *INDICATE YOUR BEST DELIVERY TIME IN NUMBER OF DAYS AFTER RECIEPT OF ORDER (ARO) DELIVERY ARO: _________ A. This is only a request to see if your company can provide this item. B. The Item Purchase Descriptions (IPD) for this National Stock Number (NSN) is provided below. C. The IPD for this NSN is currently being reviewed, however no significant changes are expected. If exceptions are being taken to any characteristic listed in the attached IPDs, a full explanation of the exception must accompany your response. D. NSN: 7350-01-332-2111, last updated on 3/2/05 BOWL, EATING (PAPER): Shall have the following characteristics: Paper, molded pulp, Regular duty, Round, Noncompartmented, Unit of Issue ? BX (box of 1000 bowls) Design and Construction. Disposable bowls shall be manufactured and treated by such processes to insure compliance with the requirements of this description. The raw materials and finished bowls shall conform to the applicable requirements of the Federal Food, Drug and Cosmetic Act as Amended: Title 21, CFR Subchapter B, Parts 170 to 199. Each bowl rim may be embossed, fluted, or otherwise embellished provided the feature does not prevent nesting. Each bowl shall lie flat and shall not tip, tilt, or rock when placed on a hard, flat, smooth surface. Characteristics and Requirements Food Surface Area: The food surface area is defined as the area of a horizontal plane located at a distance above the bottom surface of the bowl equal to 2/3 of the inside depth of the bowl. The food surface area shall be a minimum of 60 percent of the total area. Roundness: The diameter shall not vary more than 1/8 inch when measured between the outside rim edges at any location: Capacity: 12 ounces Tolerances: ? 2 ounces Color: White or beige (almond) Grease Resistance: The bowl shall show no evidence of penetration by the mixture of heated corn oil and sand after exposure for a minimum of 30 minutes. Water Resistance: The bowl shall show no evidence of delamination after exposure to hot distilled water for a minimum of 30 minutes. Odor and Taste: The water previously used in the water resistance test shall not have an ?objectionable? odor or taste after standing in a flask for two hours. Characteristics and Test Method Water Resistance: Distilled water with a pouring temperature of 160 degrees Fahrenheit +/- 2 degrees Fahrenheit shall be poured onto the test bowl surface to a depth of approximately one-half the double faced corrugated board approximately ? inch thick, with a sheet of clean, white bond paper between the bowl and the supporting surface. After a minimum of 30 minutes the water in the test shall be drained into a clean flask and the test plate then examined for evidence of delamination. Separation of plies extending more than ? inch in diameter shall be considered delamination. The bond paper and the underside of the test bowl shall be examined for visible evidence of water leakage. Slight dampness of the paper due to condensation shall not be be considered as a failure. Any sign of delamination or water leakage shall constitute failure of the test. Odor and Taste: The distilled water used in the resistance to water test shall be collected and allowed to stand in a clean, stoppered flask or two hours. At the end of the two hours, the odor and taste of the sample water shall be compared with that of freshly distilled water contained in a stoppered flask for the same length of time and at the same temperature. Grease Resistance: Place a mixture of 3 ml of food grade corn oil, and 10 grams of clean, dry sand, of such particle size that all of it will pass through a No. 20 U.S. Standard sieve, in a 50 ml glass beaker and heat it in an oven to 160 degrees Fahrenheit. Remove the hot mixture from the oven and swirl the beaker and contents to assure thorough mixing of sand and oil. Cover the beaker with the eating surface of the test bowl. Invert the test bowland beaker and place the bowl on a hard, flat surface with a sheet of clean, white bond paper directly under the bowl with the beaker in an inverted position over the oil and sand mixture. Allow the mixture to stand, as specified, for 30 minutes. At the end of the 30 minutes, examine the bond paper and the underside of the test bowl for any evidence The Unit of Issue is a box of 1000. Workmanship: The base material shall be protected from contamination during and after processing. Finished bowls shall be free from holes, tears, and foreign matter according to present industry standards. Plates shall be free of excessive wrinkles, cracks, and rough edges according to normal manufacturing practices and other defects which affect serviceability or durability. The flat portion of the bowls food surface area shall be free from wrinkles and cracks. Product Conformance: The products provided shall meet the salient characteristics of this description, conform to the producer's own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. Marking: Shipments to GSA and other civilian agencies shall be marked in accordance with FED-STD-123. Shipments to the Department of Defense (DoD) shall be marked in accordance with MIL-STD-129. Preparation for Delivery: The item(s) shall be packaged and packed in accordance with the latest revision of ASTM D 3951, Standard Practice for Commercial Packaging. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, and double-face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight for shipments to the Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (French Camp and Stockton locations). The palletized load shall not overhang the pallet deck board edge by more than 1 inch and shall not exceed 53 inches in overall height (including pallet). Less than half pallet loads or loads shipped by small package carrier in acceptable transport packing need not be palletized. When less than full but more than a half pallet is used, the palletized load shall utilize proper bracing and/or reinforcement to ensure that the load can withstand two additional loads placed on it. Stacking: A load-stacking test shall be performed once, at the beginning of the contract, for each different unitized or palletized load configuration. A fully palletized load shall be tested utilizing a total stack of three palletized loads, with all the proper bracing and/or reinforcement necessary to perform the test. There shall be no evidence of damage to the pallets, shipping containers or products when stack is tested on the rigid surface for a minimum of 24 hours, in compliance with all the National and Local Safety Regulations. The pre-tested palletized load configuration shall be duplicated using the same packaging materials, pattern, number of shipping (transport) containers, and procedures consistent throughout the duration of the contract. Palletized loads shall be stable and safe when handled with mechanical equipment by qualified personnel. Materials: All lumber used inside or outside a shipment shall be bark free. No used wood pallets with repaired components or stringers will be acceptable. All wood pallet stringers shall be manufactured from hardwoods. Pallets manufactured of materials other than wood, shall conform to all the requirements specified herein. Unitization: For the purpose of this requirement, the assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base having forklift capability, or securely binding together. Shipments should be considered for unitization where appropriate or specified. Unitization of pallet load: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact without product damage. The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Vertical, horizontal or filler reinforcement shall be added as necessary to meet the stacking strength requirements. A palletized load shall be secured to the pallet by shrink or stretch wrapping, and/or, by steel or nonmetallic strapping. When steel or nonmetallic strapping is used, edge protectors shall be provided to prevent damage to the cartons when tensioning the strapping. As a minimum, two straps shall run lengthwise, two straps shall run widthwise, and two straps shall run around the girth of the palletized load. A palletized load shall be capable of protecting the products against damage in a multiple handling, transportation, and storage environment having distribution warehouses with rack systems that support the load/s overhead of warehouse personnel. Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging: The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, ?Guidelines for Regulating Wood Packaging Material in International Trade?. Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Clause D-FSS-468 requires non-manufactured wood pallets and other non-manufactured wood packaging material used in shipments destined to IPPC compliant countries require the appropriate wood treatment. Additionally, shipments delivered to DOD distribution facilities or freight consolidation points for eventual delivery to or through EU/IPPC countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17.
