Description
Pressure Compensated Hydraulic Pump for use in the Aviation Ground Power Unit (AGPU) MEP-360 A/D DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited. PURPOSE: This market research is being conducted to identify sources that may possess the capabilities necessary to manufacture a pressure compensated hydraulic pump for use in the Aviation Ground Power Unit (AGPU) Mobile Electric Power-360 A/D (MEP-360 A/D). Tech nical requirements for the product desired by the Government are delineated by Detail Specification, AVNS-DTL-10759, provided herein. The Aviation Ground Support Product Office is soliciting information from companies interested in manufacturing approximately 350-400 replacement pumps for the AGPU MEP-360 A/D. This Request for Information (RFI) is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract, now or in the future. Submitting information for the RFI is voluntary, and participa nts will not be compensated; this is not a request for proposal, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. INSTRUCTIONS: Below are sections containing a Contractor Capability Survey and a website where interested parties can view the Detail Specification. If after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your companys capability in meeting these requirements. The Government will only consider those product(s) which interfac e electrically and mechanically with the AGPU MEP-360 A/D system installation. Developmental products will not be considered for participation in this effort. The Government desires that interested sources provide a Life Cycle Cost Estimate. All elements of production and sustainment costs are important. Innovative approaches that minimize costs are particularly of high interest. Both large and small businesses are encouraged to participate in this Market Research. The Government desires that responses be submitted on CD ROM in an electronic format that is compatible with Microsoft Windows/Office and/or Adobe Acrobat and addresses each of the above characteristics and any other important technical aspects of the prod uct. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked Proprietary/Competition Sensitive Information. In addition to the CD-ROM, the Government requests interested sources provide two (2) hard copies of their response. If required, the hard copies should be clearly labeled as Proprietary/ Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/competition sensitive information will be protected from disclosure. The submitted responses should include the following: 1. Executive Summary. 2. Company Capabilities. 3. Detailed Product Description. 4. Life Cycle Cost Estimate. 5. Proposed Production and Delivery Schedule. 6. Points of contact (including name, email address, phone number, and fax number) for customers currently using hydraulic pumps that your company has manufactured or is currently supporting logistically (if applicable). 7. Appendices (if required). Responses must be received no later than close of business Friday, April 21, 2006. Explain your companys quality and configuration control program for the manufacture of hardware (e.g. ISO 9000 series). Explain your process for submitting documentation to the Government relative to production process changes and diminishing manufact uring sources that ultimately affect yours and the Governments ability to provide/obtain repair parts needed for sustainment of systems procured. 3. Describe basic warranty and what options, if any, are available for extended warranties. 4. What similar items have you delivered (units and customers) on similar contracts? 5. Describe your terms and conditions for sale of your pressure compensated hydraulic pump and do they differ between government and commercial sectors, and if so, explain. 6. If similar items have been purchased by the Government, what development and qualification tests were done on these units?
