- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. Submit written offers only, oral offers will not be accepted. Offers maybe submitted Electronically. Anticipated award to be a Firm Fixed Price Contract. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-008 January 5, 2006. This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard:334220 ; Small Business Size Standard: 750 employees. Once technical acceptance has been determined this acquisition will be awarded on the basis of best value to the Government. REQUIREMENT: Antenna Pedestal System Upgrade Viasat Model 13211 Tracking Pedestal or Equal with installation. Unit must interface with the ViaSat 3800 U antenna control unit. Must use the existing 40? tower, radome and power supply currently in place. The replacement pedestal must be completely compatible with current equipment. Installation is to be in accordance with the Specifications for Installation listed below. Minimum Antenna Specifications: Operating Range: 1435 to 2400 MHZ, Polarization: Right and left hand circular polarization 35 HZ nominal scan speed, Antenna Gain: 27.5db@ 1435 MHz, 31.5db@ 2400 MHz, Beam Width: 6deg@ 1435 MHz, 3.8 deg @ 2400 MHZ, Velocity: 20 deg/sec, Acceleration: 20 deg/sec/sec, Azimuth Travel: +/- 370 degs, Elevation Travel: -6deg to 87 deg tracking -8 deg to +188 manual, Environmental: -54 degC to+71 deg C non-operating, -20 deg C to +55 deg C operating, Voltage: 120/220 VAC 1 phase 60 hz, Air compressor/Dehydrator Unit: Capable of providing a moisture free environment for the feed assembly. Specifications for Installation of Antenna Pedestal Replacement 1. Vender will be responsible for providing all labor and necessary equipment associate with the removal of the old pedestal and control cables, and the installation of the new pedestal and control cables required to hook up to the Antenna Control Unit (ACU). 2. Vender will be responsible for the removal of any part of the existing radome needed to complete the extraction and insertion of the pedestal components, and the re-installation of the radome to its existing water tight configuration upon completion of the project. 3. Vender will be responsible for the removal of any lightning suppression equipment, and the re-installation of the lightning suppression equipment to a fully operation capability upon completion of the project. 4. Vender will be responsible for all interfacing of the new pedestal into existing power available at the tower. 120/220 VAC 60Hz. 5. Vender will be responsible for connecting the new antenna pedestal up to the it ViaSat 3800U Antenna Control Unit. 6. Vender will be responsible for functionally checking and verifying proper operation of the entire antenna system upon completion of the installation. 7. Vender will demonstrate to the customer a complete and operation auto-tracking antenna system to at least the minimum capabilities of the old antenna system. 8. Vender will be responsible for the removal of any trash, crating, cable and the old pedestal unit upon completion of the project. The Government will provide the following support: 1. 586th FLTS will provide a crane and operator for the purpose of extracting the old pedestal from the tower and lowering the new pedestal in place. 2. NAATS personnel will be responsible for getting base access for the vender and their associated labor force, and will be responsible for escorting them while on Holloman A.F.B. to perform the above duties. All Quotes must be FOB: Destination for delivery to: Holloman AFB, NM 88330. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government. Award shall be based on a lowest overall price to the Government.
