Description
The Office of Intelligence within the Department of Energy intends to solicit a proposal and negotiate a sole source contract with North American Access technologies (NAAT) pursuant to the statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1], and implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. DOE purchased two FaxXchange units several years ago as a cost-effective means of transmitting messages to a large number of locations in a time critical environment. NAAT developed and created the FaxXchange System. NAAT met the department???s specific and unique requirements by customizing a combination of multiple off-the-shelf software packages and hardware This unique system supports DOE, programs offices within agency, as well as, global requirements when necessary. The two FaxXchange units are mission critical to DOE???s emergency notification systems. NAAT will provide system maintenance support for the FaxXchange. Maintenance support includes: hardware and software maintenance support for two servers and System Administrator, which comprises the FaxXchange System. Support will be provided Monday ??? Friday (except holidays) 9:00am ??? 5:00pm Eastern Standard Time. Support for this effort also includes telephone and remote dial-in support, parts and labor. Hardware maintenance includes preventive and remedial (component replacements sent by mail and/or UPS for the System Administrator to replace). Software maintenance includes updates (performed remotely). NAAT is the creator of the software and hardware products and has all proprietary rights on its software and hardware; it does not allow resellers to provide maintenance support. . The North American Industry Classification System (NAIC) Code for this requirement is 517310 The period of performance is 60 months from time of contract award. Interested parties may identify their interest and capability to respond to the requirements described above. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determination whether to conduct a competitive procurement.
