Description
MARKET RESEARCH SYNOPSIS The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain market research information from sources capable of fully satisfying a video surveillance system (VSS) identified herein that may be procured in the near future. This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. The Government is primarily focused on seeking suitable commercial and non-developmental items or commercial items that can be easily modified to meet existing Government requirements. If no such commercial/non-developmental items currently exist, the Government may entertain the procurement of developmental items based on the information received as a result of this market research. Information on capable sources are sought for the follow requirements: This video surveillance system (VSS) shall: Be capable of operation during both day and night. Be capable of continuous operation, 24 hours/7 days a week for periods up to 30 days using a reliable power system and a back-up power system that can be used for at least 1 hour. Be mounted so that the sensors can be retracted down to 5 feet and can be hoisted at a maximum height of up to 40 feet. Have sensors capable of identifying a person holding a moderate sized object at: o Minimum range no less than 1000 meters. o Maximum range no less than 1500 meters and up to 3000 meters. Be portable so that it can be used for static locations but be mobile and small enough to allow easy movement. Have a sensor that can pan and tilt. The Azimuth travel range must be 360? at a travel rate of 30?/sec or better. The Elevation travel range must allow sensor pointing to a minimum -35? and maximum of +95?. Have a sensor that can zoom to a minimum of 3x (optical) and maximum of 8x (optical). Be ruggedized and able to operate in various weather conditions, to include but not limited to: o Dust and rain o Winds up to 45 mph or greater o Cold to minus 20 degrees Fahrenheit o Heat to 125 degrees Fahrenheit Be able to stream video or images: o To an operator station located at a minimum distance of 600 meters away from the sensor o Across a network Have an operator station capable of controlling multiple sensors within this system. Be able to collect video and digitize to MPEG-4 or similar standard and allow the capture of still images. Have the ability to annotate videos and still images by inserting information on sensor source (i.e. what camera is capturing the image), GPS location, and UTC time at a minimum. Requested Survey Information: Reliability ? Provide information on Mean Time Between Failures. Maintenance requirements ? Provide information on the amount and extent of major routine maintenance requirements. Training Requirements ? Provide information on how much training is required to operate the system. Power requirements ? Provide information on how power is supplied to operate the system. If back-up power exists, provide that information as well. Provide information on available warranties on the system. Provide information on whether a field service representative, if necessary, is available (FSR) to maintain the system. Sources capable of fully satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of your company or organization, 2) your company's or organization's assertion of existing, full capability to meet proposed requirements, 3) answers to above requested survey information, 4) business/contracts/marketing office point(s) of contact information, 5) notification of business size and/or special status and 6) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a ten (10) pages submission limit, plus commercial marketing information or web links and all should be submitted via email to Ira D. Patterson referencing the following tracking #9054. Responses should be submitted on or before 24 March 2006. This market research announcement should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements.
