Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular 05-08. The Marine Corps Northeast Regional Contracting Office currently has a requirement for audiovisual equipment/systems and installation for a facility at MCB Quantico. All information for the site visit shall be given upon request of the contractor by contacting the below POC no later than 4:00 PM EST, 27 March 2006. It is anticipated to conduct a site visit on 29 March 2006. POC: Stacy McQuage Email: stacy.mcquage@usmc.mil Each contractor shall be limited to two (2) individuals. Hard hats are required for the site visit. Any questions regarding this combined synopsis/solicitation must be submitted by 2:00 PM (EST) on or before 03 April 2006 in writing to the above POC. Any questions received after this time will not be considered. Questions and Answers will be posted in NECO. NOTE: No information concerning this request for quotation will be provided in response to offeror initiated telephone calls. Written inquires will be answered in writing and provided to all interested parties. A thorough and comprehensive technical review of all proposals submitted in response to this requirement will be completed. Any proposal which does not meet the requirement of the Statement of Work, or is so lacking in information that a proper evaluation would require elaborate explanation, may be deemed unacceptable. Award will be made on a best value basis. Evaluation factors are (1) Technical Ability, (2)Experience and (3) Price. Each factor shall be rated as follows: (1) Technical Ability: SubFactors: (a) Contractor will provide schematic drawings (2 copies) to the government upon completion of the equipment/system installation: Yes Acceptable No Unacceptable (b) Contractor will provide to the government the source code for the audiovisual control system program at the completion and acceptance of the project by the government: Yes Acceptable No Unacceptable (c) Contractor provides a one year full warranty for parts and labor on all components of the audiovisual equipment/system. Experience (a) Contractor must demonstrate that they have at least 5 years experience in the design, integration, and installation of audiovisual equipment/systems. Contractor shall provide three references that had contracts similar to this Statement of Work (SOW). Experience: > 5 Years Outstanding 5 years Acceptable < 5 years Uncacceptable References: > 3 References Outstanding 3 References Acceptable < 3 References Uncacceptable (b) Contractor has experience in the installation of computer and video presentation systems: Computer and Video Acceptable Computer only Unacceptable Video only Unacceptable (c) Contractor has experience in the installation of voice and line audio systems: Voice and line Acceptable Voice only Unacceptable Line only Unacceptable (d) Contractor has experience in the installation of Closed Circuit Television Systems: Yes Acceptable No Unacceptable The technical evaluation factor as a whole is slightly more important than cost. The importance of price as a factor in the final determination will increase with the degree of equality in the overall technical merit of the quotes. The Government anticipates award of a firm fixed price contract. All contractors must be registered in the Central Contractor Registration, www.bpn.gov. Please submit a cost quote that includes the pricing broken down by line item price, installation and any other applicable costs. A grand summary spreadsheet, shall also be included in your cost quote submission. The technical quote shall specifically address the manner in which the offeror proposes to meet the requirement of this request such as schematic drawings, product descriptions, delivery and instalation information and any other relative information. Please submit your technical and cost proposal on or before 02:00 PM EST on 14 April 2006. NOTE: Due to the firewall at Quantico, some file may not be transmitted successfully, it is the contractor?s responsibility to ensure that all electronic files are received by the Contracting Office. Any contractor submitted whose quote fails to provide all required information due to a transmission error may be rejected as nonresponsive. Only the Contracting Officer has the authority to authorized deviations from the terms and conditions of any resultant contract, including deviations from specifications and requirements. In the event the Contractor does deviate, without written approval of the Contracting Officer, such deviations shall be at the risk of the contractor, as well as any cost related thereto shall be borne by the contractor. Any matter concerning a change to the scope, prices, terms, or conditions of any resultant contract shall be referred to the Contracting Officer.
