Description
The Naval Air Systems command, Aircraft Support Contract Department (AIR-2.5.1.3.3), Patuxent River, MD 20670-1127 announces its intention to procure, on a competitive basis, services and materials necessary to provide Interpretation services to support the Deaf and Hard of Hearing (D/HH) Community that are employed with NAVAIR. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Proposal. Therefore, all interested parties are encouraged to respond. The Government is not obligated and will not pay for any information received from potential sources as a result of this synopsis. PURPOSE: The purpose of this sources sought is to obtain insight on companies that can aid NAVAIR in providing a Reasonable Accommodation to the D/HH through prompt, professional sign language/oral/tactile/interpreting/transliterating services and other relevant technology and consulting services, under the discretion of the Equal Employment Opportunity Office (EEO), for communication access for NAVAIR employees in association with their employment in a variety of settings. It is intended that these services will be procured by way of a Time and Materials contract. REQUIREMENTS: The Naval Air Systems Command (NAVAIR) has a requirement for interpreter support services for Naval Air Station, Patuxent River and St. Inigoes, MD. These services will also be needed at both onsite and off-site locations with an approximate radius of 20 miles from either duty station. This effort involves fulfilling the Governments anticipated need for one dedicated, Level IV/V RID certified Interpreter to be located at the Patuxent River Complex to accommodate the D/HH by providing interpreter services and support Monday through Friday, 8:00am to 3:00pm (allowing a one hour lunch break) with an option to procure, on an ADHOC hourly basis, up to 4 additional qualified Interpreters. PERSONNEL QUALIFICATIONS: The Interpreter must meet the following requirements: 1) The interpreter/transliterator must be able to transmit the content and style of spoken English into several forms of visual communication, including Manually coded English, conceptually Accurate Signed English/Pidgin signed English, American Sign Language, one of several tactile methods of communication used by people with both visual and hearing disabilities, oral interpretation, or cued speech, depending on the preferred communication mode of the person who is deaf or hard of hearing. 2) The interpreter/transliterator must be able to translate the content and style of annually coded English, conceptually Accurate Signed English/Pidgin signed English, American Sign Language, one of several tactile methods of communication used by persons with both visual and hearing disabilities, oral interpretation, or cued speech into grammatically correct spoken English. 3) The interpreter/transliterator must have training in and comply with the code of Ethics for interpreters/transliterators developed by NAD and RID, whether or not the interpreter holds current certification. 4) The interpreter/transliterator shall have experience in coordinating/scheduling; knowledge of best practices in the interpreting field; knowledge of computer software programs, such as Microsoft Word, Excel and Access, Microsoft Outlook. 5) The interpreter/transliterator must be able to provide basic sign language education to the workforce as requested based upon scheduling. The interpreter transliterator must have training in the educational process (i.e. teaching basic signing, proper etiquette, etc.) whether or not the interpreter holds current certification or a degree. PLACE OF PERFORMANCE: The work being performed under this contract will be performed at Naval Air Station, Patuxent River and St. Inigoes, Maryland. The exact location will vary depending on where specific employee support is needed. Outside locations, within a 20 mile radius of the bases, may also be included in this support. SECURITY: All contractor employees must have a United States Citizenship and must be able to obtain a favorable rating in conjunction to a Secret Clearance. SUBMITTAL INFORMATION: It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, double spaced, 12 point font minimum) demonstrating ability to perform the services denoted above. This documentation must address, as a minimum, the following: (1) company profile to include number of employees available to perform under this requirement, office location(s), DUNS number, Tax Identification number; (2) information regarding individuals that are available for performance under this contract (i.e. specific experience, training, certifications, degrees, clearance level, etc.); (3) prior/current corporate experience performing efforts of similar scope within the last five years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the services described herein.
