Description
The Army is considering ways to implement performance-based contracts for remedial action operations/long-term management (RAO/LTM) activities required at its installations. This includes but is not limited to treatment systems, maintenance of insti tutional controls, grass cutting, long-term groundwater monitoring and reporting, and other activities associated with maintaining protectiveness of human health and the environment once a remedy is in place and/or has achieved its intended objectives. A pproximately 55% of the current life cycle environmental liability is made up of RAO/LTM activities. The percentage will continue to grow as sites achieve Remedy In Place/Remedy Complete (RIP/RC). The Army is seeking input from large and small businesses on creative ways to structure RAO/LTM PBCs so that the Army can ensure each remedy is effectively making progress toward site cleanup objectives and remains protective of human health and the enviro nment while achieving a reduction in overall cost and/or schedule. Input can be on the feasibility of the requirement, contract type including use of fixed-price incentive contracts, use of existing Army ID/IQ contracts for procuring RAO/LTM activities, s ize and duration of the contract, data requirements, value engineering to develop options for achieving the remedial objective at the lowest life cycle cost, use of incentives to optimize current remedies, etc. Suggestions are desired on ways to structure contracts to incentivize contractors where risk requires bolder decisions, etc. Input is needed on ideas focusing on what can and should be incentivized, such as RAO optimization performance, new technology applications, reductions in monitoring requirem ents, frequency and schedule reductions, etc., which effectively aid in reducing the overall life cycle costs of the operation and focus on closeout. The Army intends to award RAO/LTM Task Orders or possibly initiate new LTM PBC contracts during FY06 and wants to obtain market information for planning purposes. As such, any/all input from the contractor community needs to be received by April 5, 2006. This is not a request for proposal, and as such, no formal questions will be addressed in this effort. Re sponses to these notices are not offers and will not be accepted by the Army to form a binding contract. It is not mandatory that your firm responds to this RFI. All information submitted will be held in confidence, and may be used to help structure the performance work statement (PWS) structure and scope.
