Description
NAICS Code: 334511 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description NAICS Code: 334511, Sonar Systems & Equipment Manufacturing, small business size standard is 750 employees. The U.S. Environmental Protection Agency (EPA), under Combined Synopsis and Solicitation Procedures in accordance with Parts 12 and 13 of the Federal Acquisition Regulations, is seeking a contractor to supply a Side Scan Sonar System for the U.S. EPA Ocean Survey Vessel Bold. Award will be made to the lowest-priced technically acceptable offeror. Request for quotation (RFQ) #RFQ-DC-06-00195 is issued in accordance with FAR 12.603 (c)(2) (iii). The RFQ and incorporated provisions and clauses are through FAR Circular 05-07. In accordance with Part 13.003 (b)(1) of the FAR, this acquisition is set aside exclusively for small business concerns. Interested parties shall submit a quotation for one (1) Side Scan Sonar System meeting the following minimum requirements: 1. Topside Sonar Workstation The workstation computer utilizes an operating system based upon Microsoft Windows (NP/2000/ XP). Unit operates on 120 power line. Software will allow for integration of electronic charts and Global Positioning Data (GPS) for geo-referencing. System will support two monitors, one for the operator and one for the scientist. Software will provide data in a format suitable for additional processing and analysis, (such as smoothing, mosaics, and post manipulation). System includes a 17", or larger, high resolution, flat panel monitor. (The use of a flat panel monitor is important since it is space saving and easy to secure during rough weather.) 2. Transceiver and Processing Unit Unit operates on 120 power line. The processor communications are based on the National Marine Electronic Association Standard 0183, (NMEA 0183). 3. Digital Side Scan Sonar Towfish Unit must have an operation depth of 1500 meters or greater. Unit is made of stainless steel and capable of hand deployment. Operational frequencies are 100 kHZ and 500 kHz with selectable range increments. The frequencies are selectable and can be run independently or simultaneously. The towfish sensors provide direction, range, pitch, roll to topside workstation as part of data recode. 4. Tow Cables 200 meters of Kevlar reinforced cable. 5. Underwater Pressure Sensor Sensor is used to register depth and communicates to the topside sonar workstation. The new system must be delivered by April 19, 2006 to Ocean Survey Vessel Bold, c/o Seaward Services, 255 East Dania Beach Boulevard #220, Dania Beach, Florida 33004. Delivery terms are FOB Destination. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All vendors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with their offer. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition, and is included in the addenda to the RFQ which will be available on the EPA website for this acquisition no later than cob 3/20/2006.
