- This announcement is a market survey and Request for Information. It is not an Invitation to Bid nor a Request for Proposals. The Army has an urgent requirement to field 2,000 remote viewers for the Cupola Protective Ensemble (CPE) Program to inter face with the AN/PAS- 13 family of thermal sights (TWS) for light, medium and heavy weapons and other devices that output RS-170 video data. The viewer is also being considered for wear with the explosive ordnance bomb suit. A remote viewer requirement i s contained in the TWS Operational Requirements Document dated 20 January 1998 as a preplanned product capability improvement to the TWS (paragraph 4b15). The requirement is also contained in an Operational Needs Statement dated 17 December 2004 from the XVIIth Airborne Corps for a goggle mounted viewer currently being staffed for approval at Headquarters, Department of the Army. PM Sensors and Lasers requests interested parties submit their company name, address, phone number and point of contact, accomp anied by product literature and information on their product to the address below. System Description: The system must be a lightweight VGA or higher resolution 640 x 480 pixel minimum display. The system must be capable of displaying RS-170 video from the TWS and other RS-170 video producing systems such as video cameras. The system must be delivered mounted to currently deployed goggles (preferred) or be mounted to or by some other mechanism that allows the viewer to be worn under the CPE visor. The key requirement that the display portion of the system must be able to fit under the CPE face shield or visor is not waiverable. Other general requirements for the display system include: low in weight; small in size; minimal vision obstruction; some degree of ruggedization; color presentation is not required; light security must be cons idered; brightness must be adjustable by the wearer; adjustable contrast is desired, either automatically, or by the user. The viewer is desired to have a quick disconnect or breakaway connection near the helmet/goggle; or have a breakaway connection near any battery/control box; employ a flexible (preferred coiled) cable to connect the display to the power source and controller if any, and to the TWS or video source; cabling and strain relief must be ruggedized to some degree, especially against abrasion. The order of preference for power source is AA, CR123 batteries, or other battery listed on the CECOM LRC Power Sources website, in lieu of a proprietary battery. The degree of light-security is a consideration but not a critical factor. Currently, a cabled solution is preferred but a wireless solution is also of interest. The system must be available for procurement and delivery within 3 to 5 months of contract award, and, except for bracketry, must not be a developmental item as there i s no engineering budget authority associated with this procurement. The system should be housed in a lightweight case for storage of the device when not in use. Quantity and delivery schedule will be determined as part of the formal proposal process if a n RFP is issued. The current requirement is for 2,000 systems, but could be expanded in the future.
