Description
The Naval Air Systems Command, Patuxent River, Maryland, intends to issue a Request for Proposal (RFP), N00019-06-R-0005, as Full and Open Competition under the North American Industry Classification System (NAICS) code number 488190 for Other Support Activities for Air Transportation with a size standard of $6M. The anticipated requirement is for Commercial Aerial Refueling Services utilizing fully functional Federal Aviation Administration, Title 14, Code of Federal Regulations (CFR), Part 91 certified aircraft that also possess Navy Flight Clearance messages for each Navy aircraft the clearance was issued. There is an option for a second tanker aircraft. The aircraft are to be operated and maintained by qualified personnel, and equipped for support of U. S. Navy programs worldwide. Operations shall be performed at multiple Continental United States (CONUS) sites and foreign and/or remote operating bases outside CONUS (OCONUS). The contractor will be responsible for all necessary modifications, equipment, material, supplies, aircraft/tanking certifications to make aircraft capable of performing missions. The type of tanking missions include, but are not limited to, dragging aircraft from one location to another, aerial refueling support during exercises and navy pilot training. Quantities of items per contract period, and aircraft quantity and configuration will be set forth in the RFP. All personnel performing work under the proposed contract must be capable of obtaining a SECRET level U. S. security clearance. Contractor aircraft must be registered in the United States and employees providing services under this potential requirement shall be U.S. citizens for the duration of the contract. The Government intends to award an Indefinite Delivery type contract with Fixed Price and Cost Reimbursement Line Items for a one-year base and four option years. The formal solicitation will be electronically released on or about 31 March 2006 on the NAVAIR website, http://www.navair.navy.mil/business/business.cfm.
