- On or about 11 April 2006, this office will issue a solicitation for Eight Multiple Award, Indefinite Delivery Contracts for Design/Construction and performance of Fuels Systems Services. The solicitation will close on or about 11 May 2006. Up to E ight Indefinite Delivery Type contracts may be awarded for a base two year period and if exercised, one additional three year option period. The combined total value of the eight contracts shall not exceed $95,000,000. Selected qualified Contractors, will be required to propose on firm-fixed-price task orders or cost reimbursement/incentive type task orders depending upon the type of work. There will be no minimum or maximum per delivery orders. Task orders are expected to be between $100,000 to $2,500,00 0. All contract options may not be awarded if not supported by sufficient workload. This solicitation is unrestricted. Since it is an IDIQ contract, a site visit will not be held. PROJECT DESCRIPTION: The projects will include the design and/or constr uction of petroleum, oils, and lubricants (POL) fuel storage complexes with associated fuel distribution systems for Army and Air Force installations/bases at locations Nationwide (CONUS, Alaska, Hawaii, Puerto Rico & Territories). Specialized work to be performed pursuant to these contracts includes (but is not limited to): 1) Storage tank rehabilitation work; 2) Piping revisions (AST only); 3) Piping installation/revisions; 4) Pump replacement; 5) Control system revisions; 6) Filter separator addition/ revisions; 7) Storage tank dike rehabilitations; and 8) fill stand/off load containment areas. The specialties are not mutually exclusive. . In order to encourage small business participation and reduce pass through costs, eight Solicitations will be iss ued to obtain at least two contractors for each type of specialized work listed above. Solicitation a - Specialties 1 and 2; Solicitation B - Specialties 3, 4, 5, and 6; Solicitation C - Specialties 7 and 8; and Solicitation D - Specialties 1 thru 8. PRO POSAL EVALUATION: Award of these contracts will be based on the Best Value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The Selection Criteri a will include the proposed contractor experience, key personnel qualifications and design/construction experience, sub-contractors qualifications and design/construction experience, past performance, utilization of Small Business concerns, and comparison of labor and overhead rates. . All firms prior to the award of a contract may be subjected to a Defense Contract Audit Agency audit, to be determined by the Contracting Officer.
