Description: The Huntington District Corps of Engineers intends to procure a contract for Floating Plant Drilling Services. The contractor shall furnish all supervision, labor, supplies, and materials to determine the type, nature, characteristics, and present e xtent and condition of various materials located within the Corps of Engineers, Great Lakes and Ohio River Division geographical boundaries (including all of the states of WI, MI, NY, IN, IL, OH, PA, MD, WV, KY, VA, TN, NC, AL and GA). The contract will b e a Firm Fixed Price, Indefinite Delivery type contract, competitively negotiated not-to-exceed (NTE) $1,000,000. The contract will be awarded for a base year with two option years. The award will be made as a whole to the offeror whose proposal conforms to the solicitation and has been determined to be most advantageous to the Government, all factors considered. RATING CRITERIA: 1. Past Performance on DoD and other contracts; 2. Specialized experience and technical competence. 3. Personnel qualificati ons; 4. Ability of offeror to provide physical plant and supplies; 5. Supervision and administration; 6. Safety; 7. Quality control; 8. Location of the firm in the general geographic area and 9. Small business and small disadvantaged business participation . Solicitation packages will be available on March 30, 2006. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontractin g plan on the part of the work it intends to subcontract. The plan is not required with the submittal. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR).
