Description
IMPORTANT NOTICES: 1. For further details/requirements and to familiarize themselves with this project, interested parties are requested to visit the U.S. Army Corps of Engineer, Far East Districts website located at www.pof.usace.army.mil Under the heading, IN THE NEWS , click on Program Management Services for U.S. Military Installations Relocation. 2. Please note that the Request for Qualifications (RFQ) provided at this site is a DRAFT of the RFQ. The draft RFQ package, which we believe has been disclosed to the contracting community, shall be available to interested consortiums at the following w ebsite http://www.pof.usace.army.mil. Response to questions regarding the draft RFQ will not be provided until the formal RFQ is available, in approximately three (3) weeks. All participants are reminded that the Procurement Integrity Act provisions desc ribed in Part 3 of the Federal Acquisition Regulation apply. 3. A separate web-site dedicated to this project shall be available within the next few weeks. Interested parties will be provided the web address of this new site. DESCRIPTION: This is a Request for Qualifications (RFQ) from consortiums interested in providing Comprehensive Program Management Services for US Military Installations Relocation. The purpose of this RFQ is to select the most qualified consortium(s) that will be elig ible to participate in the Request for Proposal (RFP) phase of this procurement. Relocation comprises of relocating U.S. military forces from the Greater Seoul Metropolitan and areas north of Seoul to Camp Humphreys and the Pyongtaek area. Relocation efforts are comprised of three primary programs: 1) Yongsan Relocation Plan; 2) 2nd I nfantry Division Relocation, and; 3) Land Partnership programs. Under this relocation program, facilities of significant scale and quantity are required which includes, but are not limited to, acquisition of a related site; high-rise and mid-rise housing complex; administrative and headquarters facilities; school; hosp ital; multi-functional facilities; C4I facilities (command automated system) and related infrastructure. Since funding will be provided by both the Republic of Korea (ROK) and U.S. Governments, under the terms and conditions of a ROK-U.S. agreement, the evaluation of interested consortiums shall be performed by an evaluation committee comprised of ROK-U.S. pe rsonnel. It is expected that a consortium between a Korean domestic firm(s) and a non-Korean firm(s) will provide the desired Program Management services. A key factor in determining the successful consortium shall be a consortiums experience and familiarity of U.S. military installations infrastructure and operations. Another key factor in determining the successful consortium is possession of a strong k nowledge and experience with Korean socio-cultural characteristics, applicable laws and regulations, customs, language, domestic construction practices, and technology transfer requirements as well as administration and interface with ROK government agenci es Major duties/areas of programming include, but are not limited, to the following: 1. Programming and Administration Management. 2. Program Controls. 3. Contracting Management. 4. Design Management. 5. Construction Management. 6. Construction Management Support. 7.
