Description
The FAA William J. Hughes Technical Center's Propulsion Systems Branch, AJP-6340, has a requirement for "Performance Based Operations Aviation Rulemaking Committee and Flight Test Documentation Review, and Helicopter Pilot Flight Test Participation for the General Aviation and Vertical Flight Technology Program". In accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1, this posting will satisfy market analysis to locate industry sources capable of performing this requirement and determine level of competition. Another intent of this positing is to obtain competitive technical capability statements and price quotes and to award a firm fixed price purchase order. Attachment 1 sets forth instructions for submission of proposals; Attachment 2 describes the statement of work/scope of work requirements; Attachment 3 delineates applicable provisions and FAA Acquisition Management System (AMS) clauses; and Attachment 4 contains the FAA's technical evaluation factors for technical eligibility. If an award results, it will be made to the technically acceptable, low bid. As a part of its market research, the FAA requests that only responsible and qualified small business candidates under the North American Industry Classification System (NAICS) code of 541710, and whose business meets or is below the established size standard of 500 employees, respond by 2 P.M.(EST) on Monday, April 3, 2006; see instructions in Attachment 1. This announcement will not obligate the Government in any way whatsoever to initiate competition to award or to make an award.
