Description
Amendment to release date of solicitation please see below: The Department of Housing and Urban Development (HUD), on behalf of the Grants Management Center (GMC), Office of Public and Indian Housing (PIH), seeks proposals to procure the services of a contractor that will provide comprehensive logistical, administrative assistance and service support. This support is for the functions required to carry out the centralized and streamlined process of managing the administration of PIH formula grants and the processing of categorical grant program applications within established time frames. The GMC provides a centralized streamlined process for the review, processing administration and award of PIH categorical and formula grants. The GMC assesses formula program calculations and funding assignments to housing authorities that are finalized by Fiscal year appropriations and program rules and/or regulations. The GMC conducts the entire grant application process for the Categorical Grants. This includes participating in the development of the NOFA, application kit, operating guidelines, reviewing, rating and ranking of applications, providing a list of applications ranked in accordance with NOFA criteria for final validation and approval, providing instructions for fund assessments to implement the award selections, and dissemination of public notifications. GMC?s administration of the Formula Grant Program (entitlement) includes determining grant amounts for each Public Housing Authority (PHA), notifying applicable entities of grant amounts, preparing grant approval documents and fund reservation documents. Categorical program applications are submitted in response to Notices of Funding Availability (NOFAs). In any given fiscal year, more than 7,000 grants may be processed for formula programs and an estimated 3,000 applications may be received for categorical programs in the GMC?s inventory. The number of applications to be processed in conjunction with the various categorical grant programs range from an estimated minimum of 25 to more than 700 applications, depending upon the program. The offeror shall perform all work outlined in the statement of work to meet deadlines established by the GMC. The offeror shall provide the necessary personnel, materials, services, and equipment required to provide grant award service support. The offeror shall perform a range of duties related to the processing of each grant program including; development of an overall GMC Support Plan and specific Grant Review Support Plan for each grant review; provide onsite database support (i.e., data entry, validation, reconciliation, quality control and modifications); migrate/interface database with HUD?s Grants.gov infrastructure; assist GMC obtain grant reviewers with the appropriate expertise required for reviewing grants; provide comprehensive logistical support for grant reviews; management of application inventory quality control; coordination of travel logistics for reviewers; assistance with reviewer training; design/develop training tools, documents and standard Grant Review Guidebook; prepare funding notification documents; conduct mass mailings; prepare status, progress and ad hoc reports documenting the review process, result and annual summary of GMC accomplishments; track funding and related activities; and reconciliation of actual status in funding cycle. The successful offeror must be fully able to meet these requirements. This Request For Proposals (RFP) is a 100% 8(a) competitive set-aside. The assigned NAICS Code is 561499 ? All Other Business Support Services. This solicitation is not restricted to firms in either the developmental stage or the developmental and transitional stages. All interested 8(a) vendors under NAICs 561499 are encouraged to submit a proposal. The performance period of the awarded contract shall be one (1) 12-month base year with two (2) 12-month option periods. It is anticipated that one firm-fixed price contract will be awarded.
