- Notice of intent to issue a sole source firm fixed price modification to the contract to: OraSure Technologies, Inc. 150 Webster Street Bethlehem, PA 18015 The purpose of this contract modification is to purchase the following additional commercial items: 45,400 OraQuick Advance 1/2 HIV Rapid Test Kit devices and 27 HIV Rapid Test Controls. The HIV rapid test must be capable of detecting the presence HIV antibodies in bodily fluids (blood, oral fluid, and urine). The test sensitivity * must be at a minimum 99.6% (95% confidence interval (CI) = 98.5%--99.9%), and test specificity must be 100% (95% CI = 99.7%--100%), or comparable to other Food and Drug Administration (FDA)?approved enzyme Tests. The test must be FDA- Approved and categorized as waived under the Clinical Laboratory Improvement Amendments of 1988 (CLIA) at the time of proposal receipt by the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c)(1)) only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
