- Go to https://acquisition.army.mil/asfi/solicitation_view.cfm?psolicitationnbr=W911WN06T0008 to view solicitation and attachments (specs and drawings) for CENTER FRAME VN-20R & VN-20L 1. SCOPE. This specification is for the manufacture and supply of a Center Frames part numbers VN-20R and VN-20L, stock numbers 0500 and 0501 respectively. The Center Frames shall be supplied in accordance with the following specifications and details s upplied on drawing 0500_0501SN.DGN. 2. MATERIALS. The materials should conform to the following requirements. Steel Castings, ASTM A27-05, Grade 65-35 3. MACHINE WORK REQUIREMENTS. All workmanship shall be of the highest grade in accordance with the best modern practices to conform to the specifications for the item to be furnished. All similar parts shall be interchangeable. All sharp edges and corn ers shall be broken. All holes shall be normal to the surfaces of penetration and shall be sized as indicated on the reference drawing. 3.1. Dimensions and Tolerances. Tolerances for machine-finished surfaces designated by non-decimal dimensions shall be within +/- 0.010-inch unless otherwise noted on drawing 0500_0501SN.DGN. Dimensional tolerances to unfinished surfaces shall conform t o standard foundry and/or industry practice unless noted otherwise. Unfinished surfaces shall be true to the lines and dimensions given on the drawings and shall be chipped or ground free of all projections and rough spots. 3.2. Finished Surfaces. Surface finishes indicated on drawing number 0500_0501SN.DGN or specified herein shall be in accordance with ANSI B46.1, Surface Texture (Surface Roughness, Waviness and Lay). Values of required roughness heights are arithmetic al average deviation expressed in micro inches. These values are maximums. Lesser degrees will be satisfactory unless otherwise indicated on the drawings. Compliance with surface requirements shall be determined by sense of feel and visual inspection of the work compared to Roughness Comparison Specimens in accordance with the provisions of ANSI B46.1. Values of roughness width and waviness height shall be consistent with the general type of finish specified by roughness height. Where the finish is not indicated or specified, it shall be that which is most suitable for the particular surface, provide the class of fit required, and be indicated on the shop drawing by a symbol which conforms to ANSI B46.1 when machined finishing is provided. Flaws such a s scratches, ridges, holes, peaks, cracks or checks which will make the part unsuitable for the intended purpose will be cause for rejection. 3.3. Protection of Finished Work. Machined surfaces shall be thoroughly cleaned of foreign matter. All finished surfaces shall be protected by suitable means. 4. CERTIFICATION OF COMPLIANCE. Certificates of compliance shall be submitted for all items demonstrating compliance of materials with the specification requirements. The certificate(s) shall verify that the supplied material complies with the establish ed standards for both the physical and chemical properties of the material specified. Each certification shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the contractor, the contract number and the quantity and date(s) of shipment or delivery to which the certifications apply. 4.1. Material Test Reports. Material Certification testing shall be performed and reports shall be submitted for all items supplied under the contract. The reports shall include a description of material, specifications, chemical properties and mechanic al properties of the material used to manufacture the contract parts. Information shall be included which renders the reports identifiable and traceable with the specific parts manufactured for the contract. 5. CASTINGS. Each casting shall bear cast or stamped mark numbers (VN-20R or VN-20L). Dimensions of c astings shown on the drawings shall be finished dimensions. Castings that are warped or otherwise distorted or that are oversized to an extent that will interfere with proper fit with other parts will be rejected. The structure of metal in castings shall be homogenous and free from excessive nonmetallic inclusions. Excessive segregation of impurities or alloys at critical points in castings will be cause for rejection. Repairs to castings shall not be made prior to approval. Minor surface imperfections not affecting the strength of the casting may be welded in the green if approved. Surface imperfections shall be considered minor when the depth of the cavity prepared for welding is the lesser of 20 per cent of the actual wall thickness or 1-inch. De fects other than minor surface imperfections may be welded only when specifically authorized in accordance with the following requirements: (1) The defects have been entirely removed and are judged not to affect the strength, use or machinability of the casting when properly welded and stress relieved. (2) The proposed welding procedure, stress relieving and method of examination of the repair work have been submitted and approved. 6. WELDING. Welding shall conform to the provisions of AWS D1.1, Section 1 through 6 and 8 unless otherwise specified. Welders and welding operators shall pass the certification tests prescribed by AWS D1.1, Section 4. 7. PATTERNS. Care shall be taken to avoid sharp corners or abrupt changes in cross section and ample fillets shall be used in the construction of patterns. Draft and increases in pattern thickness shall be added as required to conform to the standard fo undry practice applied and as necessary to insure that all metal thickness of the finished castings conform to the dimensions shown on the drawings. Patterns furnished by the contractor shall become the property of the government and shall not be used for work under any other contract unless specifically authorized by the contracting officer. 7.1. General. Patterns that become the property of the government shall be substantially made from thoroughly seasoned grade B or better sugar pine, northern white pine or an approved equal. Built-up patterns shall be securely glued and screwed together. Glue shall be of an approved high grade, water resistant and suitably treated for resistance to fungus and insect infestation. Only light sections are permitted to be nailed. Screw holes shall be counterbored and neatly filled with wood plugs. Loose p ieces shall be dovetailed or fastened with pullout dowels. Split patterns shall have metal dowels at partings. Skeleton or sweep patterns will not be accepted unless specifically authorized by the contracting officer. All nail and tool marks on molding surfaces shall be filled with beeswax. All surfaces shall be sanded with No. 0 grade sandpaper. Patterns shall be given one coat of a preservative wood sealer, permitted to dry for not less than 48 hours and finished with not less then three (3) coats of an approved phonemic-resin sealer colored in accordance with the standard trade practices for pattern colors. Each pattern and loose piece shall be stamped with the part mark shown on the drawings. 7.2. Available Patterns. The pattern listed below is available for loan to the contractor. It is stored at the Pittsburgh Engineer Warehouse and Repair shop (PEWARS), 3500 Grand Avenue, Neville Island, PA 15225-1584 and may be secured f.o.b. their place of storage upon request to the Contracting Officer. The contractor shall assume responsibility for the accuracy and adaptability of all parts made with this pattern as if the part had been made from a new pattern produced under this contract and shall bear th e expense of correcting any inaccuracies found in them. 7.3. Disposition of Patterns. After use all patterns shall be thoroughly cleaned, crafted, and delivered in first-class condition to the Pittsburgh Engineer Warehouse and Repair shop (PEWARS), 3500 Grand Avenue, Neville Island, PA 15225-1584 before final payment is made. The contracting officer reserves the right to withhold payment for final parts made from any pattern until such pattern is delivered. Patterns shall be varnished before being crated. The contractor shall replace any pattern lost in shi pment or damaged by the contractor. 8. MARKINGS. Each part shall be legibly stamped in two locations with the part number, VN-20R or VN-20L as appropriate. The lettering shall be a minimum of 1/4 high and located on an unfinished surface. The location of the marks shall be indicated by encircling them with ring of white paint. 9. PACKAGING. The Center Frames shall be protected to the extent necessary to prevent damage during shipment. The contractor shall repair all damage incurred due to inadequate protection. The contractor shall provide all materials required for the prot ection of the Center Frames during shipment. 10. SHIPPING. The contractor shall deliver the Center Frames to the Pittsburgh Engineering Warehouse and Repair Shops (PEWARS) located at 3500 Grand Avenue. Neville Island, PA 15225-1584. Delivery of the Center Frames shall be between 0800 and 1530 hour s Monday through Friday.
