- A MARKET SURVEY is being conducted to determine if there are adequate HUBZone certified, SBA 8(a) certified or Service Disabled Veteran owned small business contractors for this project. HUBZone businesses are not restricted to any specified area. The proposed project is a Civil Works flood damage reduction project located along the White River in the metropolitan north area of Indianapolis, Indiana between College Ave. and Riviera Dr. E. The proposed contract work includes: a) Construction of appr oximately 4300 feet of driven steel sheet pile floodwall, with concrete facing. b) Construction of approximately 700-foot long, 2-foot high earthen levee. c) Fabrication and installation of six welded steel closure gates with dimensions ranging from 4- to 5 feet high and 19- to 39 feet wide. d) Construction of a stormwater pump station with twin 5500 gpm pumps and associated electrical service and controls. e) Installation of 2-and 3-foot diameter drilled shaft caissons to depths between 30- and 60 feet. f) Dewatering the discharge area of the Indianapolis Water Canal intake structure for installation of 3-foot diameter caissons -- includes construction of cofferdam and installation and operation of temporary pumps to maintain variable flow between 70 and 12 0 million gallons per day in the canal. g) Establishment and maintenance of roadway and pedestrian detour routes for closures necessitated by construction of the project features. The proposed project would contain a one-year base period with two option p eriods. The anticipated Contract duration range is between 540 and 785 calendar days, as determine by award of the contract options. The estimated price range for this project is between $5,000,000 to $10,000,000. . The North American Industry Classifi cation System (NAICS) Code is 237990 with a size standard of $31,000,000. The solicitation, when issued, will be a Request for Proposal, consisting of both technical and price proposals. Technical proposals will be evaluated on factors such as (as an exa mple): Experience, Management, Past Performance, and Safety. Fifteen percent (15%) of the work shall be self-performed. All interested HUBZone certified, SBA 8(a) certified or Service Disabled Veteran owned small businesses should notify this office in wr iting by mail at the above address to the attention of Gloria Ritter, or by fax to 502-315-6195 by noon (Louisville local time) on Tuesday, March 21, 2006. Responses should include: (1) Identification of company as a Hubzone, 8(a) certified small business , or Service Disabled Veteran small business; (2) Past Experience with projects that are similar in size and scope to the proposed project, (3) Letter from bonding agency indicating performance and payment bonds approval for a project in the dollar range l isted above, (4) a statement verifying the contractor will self-perform 15% of the work and how it will be accomplished.
