- Description
- The Research and Development Classification Code is used because this is a Sources Sought Synopsis for the purpose of Market Research. The intended action will be for a production effort. This Sources Sought Synopsis is to ascertain your interest in bidding and then your ability to deliver Wide Field of View Night Vision Goggles capable of being integrated with the Joint Helmet Mounted Cueing System (JHMCS), for use on USAF F-15, F-16, & F/A-18 JHMCS equipped aircraft. This version should interface with the -21, ?22, and Dual Seat JHMCS electronics units and all OFP versions. No changes to the JHMCS can be made to complete the required integration. The Aeronautical Systems Center (ASC) Fighter Attack Wing (FASW), Combat Systems Squadron (CBSS) intends to award a single contract for up to 100 NVCD Low Rate Initial Production (LRIP) systems with a separately priced option for up to 200 additional systems. Estimated contract award is 3rd quarter FY07 with deliveries beginning in the 3rd quarter FY 08. The requirement will be acquired via a Nondevelopmental Item (NDI) firm fixed priced contract with a priced option for a follow-on LRIP production quantity based on a negotiated pricing matrix. An item shall be considered NDI if it meets the definition of FAR 2.101: ?Nondevelopmental item? means --(1) Any previously developed item of supply used exclusively for governmental purposes by a Federal agency, a State or local government, or a foreign government with which the United States has a mutual defense cooperation agreement; (2) Any item described in paragraph (1) of this definition that requires only minor modification or modifications of a type customarily available in the commercial marketplace in order to meet the requirements of the procuring department or agency; or (3) Any item of supply being produced that does not meet the requirements of paragraph (1) or (2) solely because the item is not yet in use.? The acquisition will also include support equipment, data, and interim contractor support. To be considered, potential bidders will be required to deliver 6 system mock-ups with their proposal Not Later Than (NLT) 180 days after formal RFP release. Potential bidders will then be required to deliver 6 fully functional systems for use in an Operational Utility Evaluation (OUE) NLT 330 days after formal RFP release. Anticipated RFP release is Apr 06. The bidder?s proposal should include a priced option that would allow the Government to purchase OUE assets of the winning bidder. This Sources Sought is issued for information and planning purposes only and does not constitute a solicitation. Responses to the Sources Sought will not be returned. In accordance with FAR 15.202(e), a response to this notice is not an offer and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. This is a market research tool to determine the availability and adequacy of potential sources. Firms responding to this announcement should indicate their size, particularly if they are small business, a small disadvantaged business, woman-owned small business, HUBZone small business and service disabled veteran-owned small business.
