Description
NAICS Code 485310. The Defense Logistics Agency (DLA) Enterprise Support (DES) Acquistion Staff Directorate (DES-A), intends to negotiate on a sole source basis with L & Z Transportation/White Top Cab Company, Alexandria VA for taxi cab service. The contractor shall be responsible for providing contingency taxi service to over 4,000 Andrew T. McNamara (ATM) Headquarters Complex employees consisting of general schedule employees, handicap employees, high-ranking military officials, and other authorized travelers in the National Capital Region (NCR). The contractor shall ensure a sufficient amount of taxi vehicles are set aside for use by the ATM for scheduled and emergency calls. The contractor shall guarantee a response time of 15 minutes for all emergency calls made. The Defense Logistics Agency will require an average of 80 one way commercial taxi trips per month, averaging 28.0 miles per trip (one-way), with an average of 1.5 passengers per trip. These trips are made between Fort Belvoir in Fairfax County and various locations within the NCR. The contractor shall be a licensed Fairfax County taxi company able to provide taxi service to the DLA headquarters complex within the NCR. The contractor shall meet specific requirements established by the government in providing the service. This acquisition is being pursued using other than full and open competition methods under the Authority of 10 U.S.C. 2304(c) (1) or 41 U.S.C. 253 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Since all major taxi-cab companies are presently under the same pricing structure set by Fairfax County, all vendors should bid identical prices. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 485310. Parties should submit their technical documentation to Mr. Sterling E.
