Description

The United States Senate Office of the Sergeant at Arms (SAA) and wishes to acquire a Commercial Off the Shelf (COTS) Learning Management System (LMS). The COTS LMS shall be a non-hosted Senate owned web-based program that supports the SAA in course and student administration. REQUIREMENTS: Failure to meet the requirements below may result in disqualification of the vendor from further consideration by the SAA. Qualified vendors must show their ability to provide a non-hosted 508 compliant COTS LMS which shall 1) provide user self registration with manager approval option; 2) provide email confirmation and reminders with an Outlook calendar option; 3) search and print an online catalog by keyword, topic and date; 4) set course prerequisites; 5) group courses by curriculum and topic areas; 6) assign students by office or department; 7) assign classes and deadlines by student and department; 8) create learning plans and competencies; 9) create student transcripts; 10) create student certificates upon completion; 11) link and launch with third party web-based training content; 12) run internally developed web-based training; 13) disable a course without removing it from the COTS LMS; 14) conduct electronic discussion boards; 15) provide course specific bulletin boards; 16) provide internal and global messaging; 17) provide web-based access to administrative features and data; 18) provide a web-based reporting interface with standard and custom reports; 19) provide ad hoc reporting; 20) provide rating and feedback; and 21) import data from an existing Pathlore LMS. INSTRUCTIONS: Responses to this sources sought request are due to the POC no later than March 23, 2006 at 12:00 Noon EDT and shall be submitted electronically via email only to Acquisitions@saa.senate.gov to the attention of Kathleen M. Haddow. The subject line of the email message shall be SSN 2006-S-029 COTS Learning Management System. No other method of transmittal will be accepted. The response shall not exceed twenty (20) pages. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor?s information. To respond you must provide the following: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number; 2) Capability of the COTS LMS product to meet each of the twenty one requirements above; and 3) a minimum of six (6) past performance references where the COTS LMS product has been installed within the last three (3) years. Past performance references must provide: a) name of the customer or company; b) name and phone number of the primary contact with customer or company; c) brief description of contract; and d) total contract value. The information supplied in response to this sources sought notice will be used to pre-qualify firms that may be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be requested to submit a proposal in response to a solicitation. Only pre-qualified firms will be permitted to submit proposals. If the SAA receives suitable responses from qualified sources, the SAA anticipates release of a solicitation in April 2006. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL.
