- NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT LABORATORY SERVICES TO BE HIRED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is ORDPS/XMV006 (RFQ-RT-06-00077). The Agency has a requirement for a student contractor to to assist with watershed ecology studies for the National Health and Environmental Effects Laboratory, Western Ecology Division (WED) . The contractor will examine the relationships between landscape characteristics and stream chemistry in western Oregon. This project will examine the influence of human activities and natural processes on stream chemistry in the Pacific Northwest. The contractor will develop a database and a statistical approach to examine relationships between landscape characteristics and stream chemistry in western Washington and Oregon. The contractor will be responsible for data analysis, collaboration with EPA staff and other cooperators, and manuscript preparation. The initial goal is to develop landscape-stream chemistry relationships that apply to the Oregon Coast Range, using existing stream chemistry data and landscape layers such as land cover, soils and geology. The relationships and predictions linking landscape characteristics and stream condition will be compared with model outputs from ongoing modeling work at EPA using General Ecosystem Model (GEM) and TOPMODEL. The long-term goals of this project are two-fold: 1) to develop predictable, scalable relationships between landscape characteristics and stream condition for this region and 2) to produce estimates of nutrient loading to rivers and coastal waters in western Oregon and Washington. The student contractor must be 1) recently graduated (no more than two years ago) with a Ph.D. in aquatic or terrestrial ecological science or a related field. The student contractor must have experience in stream ecology, water chemistry, statistical analysis, and manuscript preparation. The candidate will work independently, and travel may be required. This work is to begin approximately early April 2006 and will last 12 months with one additional 12-month option period. The total period of performance shall not exceed 24 months. It is anticipated the student contractor may work up to 40 hours per week. The principal duty station location is the EPA,200 SW 35th Street, Corvallis, OR 97330. Work will be performed primarily in an office setting. The contract for 12 months will represent an estimate of 1928 hours of effort.
