Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements Division (SCRD), Webster Field Annex is surveying the commercial vendor community for all interested parties in the intended procurement of a Broadcast Antenna Mast as required by the United States Special Operations Command (USSOCOM) Special Operations Acquisition and Logistics (SOAL), Program Manager-PSYOP (PM-P). The USSOCOM SOAL PM-P has tasked the SCRD to integrate and demonstrate the functionally of an antenna mast for use with commercial broadcast equipment and payloads in support of PSYOP missions. The Broadcast Antenna Mast must be able to extend to an operating height of at least 164 feet (50m). It must also be capable of Rapid Deployment within and up to an 8-hour period; depending on type of broadcast antenna configuration, by a 4-person team. The Antenna Mast must be able to be transported on a mobile air transportable trailer or used with transit case portable systems, which also requires a retracted, or nested length, not to exceed 25 feet. Maximum diameter of bottom mast section must not exceed 7.67 inches (195mm). The antenna and its components must be modular in design, so that the same model will meet both transit case and vehicle-mounted configurations. The total weight of the mast can not exceed is 750 lbs. (280kg) This antenna mast must be able to be utilized in commercial AM, FM, VHF-TV, and UHF-TV frequency bands and must withstand Radio Frequency (RF) power levels up to 10kW. It also must be capable of supporting antenna configurations and payloads of up to 155 lbs (70kg). Construction and fabrication shall meet common industry standards. The antenna shall operate in ambient temperatures of 0-50 degrees C, humidity of 0-95%, and can be erected in 30mph sustained winds, and can remain deployed and withstand wind gusts of up to 70mph. Set up, tear down and any operating, and troubleshooting procedures shall be common for all configurations. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website, located at www.fedbizops.gov. It is the potential offertory?s responsibility to monitor this site for the release of any follow-on information. This is a Sources Sought, and feedback from industry is also sought on our requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP). Interested parties are requested to submit a capabilities statement of no more than 5 pages in length, and demonstrate their ability to provide the requirements listed above. All data received in response to these sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government.
