The solicitation will be available at http://ideasec.nbc.gov Website on or about March 16, 2006. TELEPHONE REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. PLEASE DO NOT CALL OR EMAIL INQUIRIES REGARDING THE SOLICITATION UNTIL IT HAS BEEN POSTED. Potential sources are being sought to provide investigative services to facilitate a root cause analysis. The National Park Service is required by Department of the Interior policy to investigate all serious accidents including employee fatalities. A key element of the policy requires that a Serious Accident Investigation Team (SAIT) is constituted to determine the facts and the sequence of events related to the incident; determine contributing causes of the incident including management system deficiencies, when applicable; to analyze investigative information to determine the root causes for any unsafe acts, conditions or behaviors and management system failures; and to make recommendations of corrective actions to prevent recurrence. The National Park Service is interested in contracting for delivery of professional facilitation of root cause analysis to assist a Serious Accident Investigation Team (SAIT) in developing cause and effect charting and potential corrective actions of an incident that involved an employee fatality. Prospective offerers desiring to do business with the National Park Service are requested to register at the National Business Center.
